The purpose of this assessment is to more comprehensively assess processed and fresh food products and value chains in Lebanon. The data and informed analysis that result from this assessment will assist the LINQ team in determining which agriculture sub-sectors are in highest need of and would benefit the most from support to enhance their competitiveness in both domestic and international markets. 

The sector assessment should provide a thorough analysis on the current status and potential opportunities of various agricultural value chains in Lebanon. It needs to determine which agricultural sectors are in highest need of (and would benefit most from) support to enhance their competitiveness in domestic and international markets. Sectors should be evaluated based on their ability to grow, their export friendliness, their potential for product development and innovation, their quality and food safety standards, their sustainability, their revenue and job creation potential. The assessment will also include a gender analysis highlighting level of female representation and participation. 

Once intervention sub-sectors are identified and validated, LINQ will seek to provide matching investments in promising agribusinesses from the grower to processor level. LINQ will prioritize investments in technical assistance; infrastructure and equipment that enable efficiency and innovation; and systems and practices that enhance food quality and safety.

Interested individual consultants or consultancy firms should have expertise in agriculture within the context of fresh and processed food industry. The key expertise of the consultant shall cover the following: • Minimum postgraduate degree in agriculture, market research, economics or business; • Demonstrated experience in facilitating economic and market development in the field of agriculture; • Understanding and experience of conducting market and sector assessments (please submit past work samples); • Understanding of, and minimum experience of 5 years of, interacting with USAID programs; • Highly developed inter-personal, negotiation and teamwork skills, networking aptitude; • Excellent English drafting and communication skills; • Experience of previous participation in development of agricultural projects is an added advantage; • Previous experience identifying opportunities for gender integration in value chains • Previous relevant experience in Lebanon/the region preferred.
