Finance (80%)

Organizational Finance

  • Prepare budgets and provide financial management advice on revisions of budgets, preparing periodical forecasts and any amendments needed
  • Ensure integrity of accounts and making sure that accounting systems, policies, internal controls and procedures are set up and followed for the collection of accurate, complete and timely financial data
  • Implement a new accounting system
  • Oversee and manage the balances and reconciliation of the bank and cash accounts, preparation of the weekly cash counts and monthly financial records including cashbooks
  • Process and follow up petty cash requests and reimbursements
  • Review all accounting entries and close the books at the end of every month
  • Code items to agreed budgets.
  • Ensure financial information is recorded accurately including appropriate aggregations to budget lines and monthly spending reports are accurate and prepared in a timely manner.
  • Prepare for the year end audits and compliance reporting
  • Oversee preparation of monthly pay slips for all staff in order to ensure the punctuality and accuracy of staff payroll.
  • Ensure all taxes, e.g. related to salaries are accurately calculated and timely deposited to relevant government institution

 

Projects’ Finances & Reporting

  • Review cases’ expenditures, provide cost analysis, promote benchmarks and make recommendations for effective resource utilization at all levels
  • Monitor implementation of donor agreements and resource utilization and make sure that donor requirements are adhered
  • Prepare donor financial reports in line with donor reporting requirements and ensure timely submission
  • Prepare data for quarterly finance reports related to INARA’s projects
  • Cooperate with the Country Manager to set the yearly projected budget

 

Corporate governance

  • Review periodically all policies and procedures related to finance, fundraising, procurement and asset management
  • Provide advice and training to non-finance staff to ensure accurate coding and that financial rules and procedures are understood and followed by all staff

 

Administration (20%)

General office operations

  • Provide operational support to management and staff as required
  • Recruit and line manage relevant Finance/Administration staff, in accordance with good organizational practice
  • Participate to, initiate staff meeting and staff training
  • Establish/refine and implement administration and logistics procedures in line with organizational requirements
  • Supervise the administrative needs of the staff

Other tasks

  • Perform any other related activities as assigned by immediate supervisor

 

Minimum Qualifications, Knowledge and Experience

  • Bachelor or Masters’ degree in the field of Finance, Business Administration, or any other related field with proven capacity and skills in financial management and accounting (Qualified Accountant (ACCA, CIMA or equivalent) or qualified by experience is a plus)
  • At least four years’ relevant experience in a finance/admin function on managerial level with sound understanding of working with an international organization
  • Demonstrated evidence of capability in designing, implementing and monitoring systems of financial management, controls and accounting systems
  • Proven financial analysis and forecasting ability
  • A good understanding of donor and governmental requirements
  • Excellent written and spoken English and Arabic.
  • Ability to work independently with minimal supervision is essential
