Job Purpose

The project and grants officer, has the role of ensuring smooth, and compliant project management activities, in addition to a set of support tasks related to the project/s. In addition, this position holds the responsibility of assisting and supporting in grants management, including assistance in the conception of funding strategies and managing relationships with donors. This position is a core function within the NGO and is part of the senior management team. 

Responsibilities

Administration and Logistics management

  • Support in general HR functions for the project, such as assistance in recruitment, staff meetings and staff elections, employee files management, and staff evaluation.
  • Act as liaison with major donors, upon the General Coordinator request; Attend meetings, draft briefings and debriefings, and analyze outputs.
  • Organize, schedule and coordinate meetings schedules, especially with public administrations, donors, local and international partners.
  • Lead the procurement process, and coordinate with the finance and accounting personnel, to make sure the purchasing is being done as per the procedure, in compliance with the principles of transparency and accountability.
  • Monitor the inventory of equipment, goods, educational material and other products; With the support of the logistic team members, make sure the warehouses are secured, clean, and safe.
  • Monitor the reception of goods ordered and communicate with the suppliers in case of non-conformities.

Project and grants Management

  • Support the General Coordinator in creating and updating the actors’ mapping.
  • Handles the preparation of written statements, Memos and information sharing notes with the local and international partners, and donors, based on the General Coordinator’s instructions.
  • Assist, and coordinate the conception and drafting of concept notes, log frames, proposals.
  • Prepare monthly sit reps on the project’s status of advancement including the level of achievement of indicators mentioned in the log frame.
  • Prepare midterm, and final programs reports, and liaise with the accounting and finance team, to produce the financial reports needed based on donors’ requirements.
  • Assist the General Coordinator in drafting the project budgets;
  • Monitor Budget expenditure and report to the General Coordinator in case of overspending or underspending; make sure to read understand and implement Donor’s requirements in matters of budget management and especially procurement management;
  • Maintain professional and technical knowledge by attending educational workshops; reviewing professional publications; establishing personal networks; participating conferences and forums of other INGOs, or NGOS, or UN Agencies;
  • Assist the General Coordinator in searching for funding and enlarging the donor’s portfolio.
  • Represent the NGO in local and international consortiums, forums, and working groups meetings, in coordination with the General Coordinator.

Technical Competencies:

  • Ability to produce a text or engage in technical conversations
  • Ability to use, effectively Microsoft tools
  • Ability to draft, conceive and manage a project cycle

Education and Experience

  • Academic background – BA in: management, political science, international relations, NGO management, Social studies;
  • Strong professional experience in working with vulnerable populations (especially migrants and refugees), and with NGOs, and in education programs (or health programs);
  • Languages: Fluent Arabic and Fluent English; French is an asset,

Salary

  • The monthly salary is in Lebanese Lira, according to the Lebanese Labor Law
