DRC Lebanon is currently delivering programming in protection, housing, infrastructure, basic assistance, livelihoods, and community development interventions. This myriad programming seeks to address the immediate needs of displaced populations and concurrently support vulnerable host populations. DRC has five offices spread throughout Lebanon in, Beirut, the Bekaa, Saida, Tripoli and Qobayat. 

In Bekaa you will find one of the most historical places in the world such as the Baalbak temple. It is also a safe and relaxing environment but at the same time very close to Beirut. 

About the job 

The Area Program Manager (APM) is responsible for the development and implementation of the DRC programs in the DRC region of implementation (Bekaa and South). S/he will ensure the program is delivered to a high quality in line with DRC’s, donor’s and international standards. S/he will ensure good coordination with other actors in the Area and between DRC’s programmatic sector teams. S/he is the line manager for sector managers and s/he is responsible for ensuring high quality programming.

Your main duties and responsibilities will be: 

1 Representation and Coordination:  

• Foster relationships with Government authorities and other relevant stakeholders in the area of implementation; 

• Ensure collaboration and coordination with Head of Programs, Sector Coordinators and the other DRC Area Program Managers to ensure programmatic integration and consistency, sharing of lessons, best practices;  

• Maintain close working relationships with donors, national and international organizations and local counterparts; and Support donor, and other key stakeholders, visits to field sites as required. 

2- Management  

• Line manage sector managers ensuring that they have relevant work plans and job descriptions and that performance reviews take place. Ensure inter-department co-ordination; and Encourage a positive, innovative and mutually supportive team spirit amongst the area team 

• Enable an effective team through results-oriented management systems, providing leadership, on-the-job capacity building and designing staff development strategies. Ensure implementation of detailed capacity building plans for national sector managers and officers; 

• Lead on recruitment of senior program staff in coordination with the Area Manager , as appropriate; ensure HR information and plans are up to date and accurate; 

3- Program development and strategy and Program Management  

• Support the process of implementing DRC program and sectoral strategy to the local context and circumstances in coordination with the Area Manager and Sector Coordinators; 

• Stay abreast of donor strategies and funding opportunities in the area of operation and provide technical and context-specific input for fundraising efforts, in coordination with the Area Manager;  

• Lead on proposal development in the area of operation, drafting inputs to, or whole proposals, as requested by Head of Programs; 

• Lead in grants opening and closing meetings in the area of operation, ensuring all relevant documentation is prepared, in particular workplans, procurement plans, and HR plans; and Lead on programmatic financial planning and budget management; supervise budget management and forecasts of sector managers. 

• Hold monthly grant review and Financial meetings in coordination with the Area Admin, Finance and HR Manager, and share feedback with Beirut office; 

• Oversee coordination between sector managers to ensure integrated, holistic, and efficient programming. 

4- Safety and Security  

• Ensure program staff follow DRC’s safety rules, regulations and SOPs and Develop risk assessments and mitigating measures for program activities as required. 

5- Accountability 

• Ensure programmatic adherence to DRC policies, procedures, guidelines, systems and standard practices, including commitments under the HAP and DRC’s accountability framework. 

About you 

• To be successful in this role we expect you to have a University degree in management, international relations, development studies, or other related field. Moreover, we also expect the following:  

 

Required  

• Minimum 5 years management experience, overseeing humanitarian and development of multi-sector, multi-donor programs in complex environments; 

• Proven experience in all aspects of program management including program design, planning, implementation, monitoring and evaluation.  

• Practical financial, HR and administration management experience with extensive knowledge of budget development/management and finance documentation; understanding of HR principles and ethics.  

• Experience of staff management, capacity building and performance development systems. 

• Excellent report writing skills with an understanding of NGO and donor requirements. ​

Desirable  

• Master’s degree in a related field considered an advantage. 

• Experience with proposal writing is advantageous

We offer 

Contract length: 6 months  

Level: E++1, Monthly Basic Salary USD 4100.  

Duty Station: Bekaa 

Start date: September 2018
