1. Purpose (Please highlight the general functions for which the position is responsible. Why does the position exist and what must it accomplish)

CARE established its presence in Lebanon in 2006 and has been responding to the Syrian Crisis since late 2012. Among CARE’s key imperatives is putting people it serves first through implementing cutting edge programming in areas it operates. CARE currently carries out activities in Beirut, Mount Lebanon, Akkar, North Lebanon, South Lebanon, and the Beqaa Valley. CARE implements both emergency and development projects contributing to livelihood, food security, protection, gender, shelter, and water, sanitation and hygiene. It targets the most vulnerable people and populations, both host communities and refugees. Over the course of 7 years, it has supported over than half a million beneficiaries.

 

In Lebanon, CARE’s program strategy for the upcoming years will focus on strengthening and expanding its emergency response and capacity to provide basic assistance services while pursuing development projects in areas of food security and livelihood support, gender and protection. CARE intends to maintain its presence in all areas of Lebanon.

 

CARE Lebanon has scaled up rapidly over the past few years and implements programs in collaboration with more than 15 different local/international partner organizations. 90% of the team is composed of national staff, with a symbolic number of international members.

CARE anticipated intervention will focus on strengthening the protection environment for GBV survivors and individuals at risk in Beirut and North Lebanon, through GBV prevention activities and response services as well as the provision of capacity-building to national partners and actors, currently implementing multi-sectoral humanitarian and development programs, across the country.

The anticipated project will target women and girls, survivors of GBV and/or at high risk, as well as individuals from the most marginalized communities, including vulnerable Lebanese and refugee populations, in addition to migrant communities, who remain a severely underserved group extensively exposed of violence and exploitation. Particular attention will be given to People with Disabilities, ensuring unhindered, accessible and quality services.

4. Specific Duties and Responsibilities

Describe the major responsibilities, principal tasks, competencies and end results for which the position is accountable (limit responsibilities to five). Responsibility #1: Project Implementation

  • Ensure the overall project elaboration phase as per donor agreement, CARE guidelines, and agreed implementation strategy with other stakeholders including partners.
  • Develop, update and follow up on a detailed work plan, in line with donor agreement.
  • Elaborate budget spending and forecast including tracking and managing partners' spending.
  • Ensure procurement plans are submitted in a timely manner and they are in line with CARE's and donors' standards.
  • Ensure proper documentation, tracking and filing of all project's activities in line with project objectives, donor requirements, CARE compliance rules and implementation strategy.
  • Ensure that all donor contractual requirements in terms of reporting are fulfilled.

Responsibility #2: Project Team and Partner Management

  • Manage the project team members and ensure performance is in line with the project, CARE's expectations, and requirements.
  • In coordination with the Program Implementation Coordinator and the  Gender and Protection Coordinator supervise the implementation of project activities in line with protection standards and priorities.
  • Monitor and coordinate implementing partners and external consultants' performance.
  • Participate in grant review meetings ensuring any partner NGOs are compliant with donor regulations and are on track with spending.
  • Make sure all project team members have a clear job description, work plans and objectives and evaluate their job performance accordingly.
  • In coordination with the Gender and Protection Coordinator identify learning and training opportunities for team members and organize relevant trainings and coaching sessions.

Responsibility #3: Representation and Coordination

  • In close collaboration with the Program Implementation Coordinator, and the Gender and Protection Coordinator, ensure CARE representation in the relevant technical coordination groups and meetings.
  • Maintain professional and good working relationships with government institutions such as different Ministries and Municipalities and cooperating organizations through regular contacts, visits and fulfilment of project requirements.
  • Organize field visits by donors, peer agencies, CARE Members, Media, etc. in cooperation with Gender and Protection Coordinator.
  • Coordinate with partners and other key stakeholders on implementation and project delivery with the purpose of avoiding overlapping and effectively target the most vulnerable communities.
  • Work closely with admin, logistics, procurement, and HR units to ensure the success of the project by initiating relevant planning tools (such as procurement plans) and regular coordination meetings.

Responsibility #4: Reporting & Information sharing& Quality

  • Ensure partner NGOs regularly report to CARE according to established procedures and timelines.
  • Submit narrative and quantitative reports as per CARE internal and donor's requirements and regular program updates to the Gender and Protection Coordinator for technical review.
  • Ensure internal communication and data sharing of the project with relevant departments specifically MEAL, grants, communications, and advocacy
  • Work closely with the Gender and Protection Coordinator to ensure the quality of the program in line with international and CARE standards.
  • Ensure complain and feedback mechanisms including PSEA reporting procedures are in place.
  • Work closely with the Gender and Protection Coordinator on information sharing including key advocacy messages and protection priorities.

5. Qualifications / special skills or knowledge

a. Skills & knowledge:

  • Good knowledge of MS Office software and outlook
  • Fluency/working proficiency in both English and Arabic (written and verbal).
  • Strong analytical skills, and ability to manage research, needs assessments, and evaluations
  • Demonstrated experience in staff training and coaching
  • Outstanding organizer
  • Excellent interpersonal and communication skills (verbal and writing)
  • Strong team player and experienced collaborator
  • Effective in coordination and representation

b. Experience: Number of months/ years of previous professional experience in a similar position.

Examples: languages; planning; budgeting; word-processing, basic accounting; advanced written communications; presentations; fundraising; training/facilitation, etc.

  • 5 years of experience in gender and protection programming, including sexual reproductive health (SRH), women's empowerment; economic empowerment, legal interventions 
  • 3 years of experience in project management including budget management, design and implementation of project activities, managing staff and support with building the capacities of the team
  • Experience in managing implementing partners and working with local/national government. (Experience working in a consortium or through partners is also a plus).
  • Demonstrated promotion of practical and impactful social and gender justice initiatives, community-based protection initiatives around GBV, sexual reproductive health, early child marriage and refugee programming
  • Strong understanding of Lebanon's political, legal, and social systems as related to GBV and refugee protection as well as demonstrated experience in working in/collaborating with civil society
  • Understanding of working within diverse partnerships, influencing and negotiation with a range of actors, including governments, UN agencies, academic institutions, networks, national/local NGOs and community groups
  • Experience in coordination with UN agencies and other actors is a plus
  • Previous experience in managing emergency-focused projects funded by USAID BHA, DG ECHO, etc.

 

c. Academic background: ex. high school diploma; college degree (specify major/minor); specialty (ex. Accounting). Include the following phrase when possible: “or equivalent combination of education and work experience.”

The direct supervisor reserves the right to adapt this job description at any time during employment according to needs.
