Consultant - Development of a water safety plan (Immediate Opening)

SCOPE OF WORK

Within the scope of the project’s overall objective, FTL upscaled the already existing irrigation system in Qobayat to increase the number of land owners by 85 individuals. In addition, FTL and PIN installed a rainwater harvesting system at the olive press of the Qobayat cooperative.

A Water Safety Plan (WSP) aims to reduce the likelihood of contamination of water from the source to point of consumption. It identifies and works to eradicate any potential risks of contamination (chemical, biological, physical or other) that may occur at any point within the system, through risk management and continuous monitoring of remedial measures to the entire water supply system. A clear water safety plan will assist local stakeholders and the municipality to more effectively address water and climate challenges in the area.

Methodology:

The consultant will work to obtain as much information and inputs as possible to ensure completeness of the assignment. This will entail researching different sources and working closely with different stakeholders (local and national authorities, development partners, academia, civil society, private sector and any others relevant to water quality management). The consultant will organize field visits to the targeted area to meet with land owners, farmers and the cooperative. This assignment will therefore focus on desk and literature review and field work.

Deliverables:

The development of a Water Safety Plan for Qobayat applicable for farmers and the cooperative. The consultant will identify and engage with key actors in water quality and review current initiatives towards WSP.

The recommended WSP shall address the following key areas, to be included in the “final report”:

• Description of the water supply system
• Identification of the hazards and hazardous events
• Development of a risk assessment and prioritization of risk
• Identification of the control measures needed for each risk
• Definition of the monitoring system for each control measure
• Preparation of management procedures and verification programme
• Development of supporting programmes

Requirements:

• An advanced degree in water and sanitation, public health or environment related field
• At least eight (8) years of progressively responsible professional experience at national levels in water, sanitation or hygiene and environmental management programs
• Knowledge and experience on water safety planning and drinking water quality (operational guidance, national plan, strategy)
• Knowledge and experience on climate resilient WASH is an asset
• Knowledge and experience in agriculture and agro-business is a must

The consultancy will start June 1^st 2023 and will end on June 30^th 2023.
