General job description:

The Partnership & Compliance Manager will be responsible for achieving high quality and compliant partnership programming, to ensure effective sub-grants management and due diligence with sub-award partners and build strong, sustainable Child Protection and Juvenile Justice partnerships. The  Partnership & Compliance Manager will coordinate the daily management of the sub-award lifecycle and invest in their sustainable growth and capacity. The Partnership & Compliance Manager will report to the Child Protection technical manager and work closely with the rest of the technical unit.

To ensure Tdh’s partners are delivering high quality on ground operations, inline with our contractual obligations.

Duty Details:

 

Partner capacity assessment phase

  • Lead the mapping process for selecting new partners, work closely with the program units to identify the selection criteria and make sure the selection process is transparent and compliant with TDH-L procedures.
  • Lead and manage capacity assessments of partner organizations prior to disbursement of sub-grants. This includes coordinating with other TDH-L departments and units, their participation in the appropriate screening process for all potential partners. Identify specific risk factors associated with the sub-grant, and the identification and implementation of appropriate measures to mitigate and manage those risks, working with other departments as appropriate.
  • Developing the capacity building/development plan for the partners based on the capacity assessment result, ensure capacity building/development plan is tailored, targeted and responsive to their organizational needs and priorities.
  • Work with the Finance Coordinator to ensure that the appropriate funding mechanism is identified for each sub-grant, and that appropriate special conditions are incorporated in each grant and Memorandum of Understanding (MoU)..
  • Collaborate with partner organizations to finalize project descriptions, budgets, work plans and monitoring and evaluation plans and reports.
  • Develop with the M&E Unit, partner monitoring plans, assist financial and compliancy monitoring of partners.
  • Draft sub-award agreements and partnership agreements/MoU.
  • Develop a Partnership Policy for TdhL in Lebanon

Partner programming:

  • Work closely with partners for timely implementation and development of programs, including providing oversight over the budget expenditures and progress towards targets.
  • Support the budget development of partners, spending plans, milestones, general information etc.,and ensure regular monitoring and tracking.
  • Conduct monitoring visits and coordinate support for partners to address any concerns or issues that may arise. Ensure response and support plans are implemented and documented.
  • Track the implementation of the projects, the achievement of project indicators, expenditure, budget projections and other relevant information, notifying relevant teams of any issues, and providing timely feedback to partners.
  • Review partner tools and processes in line with TdhL technical standards.
  • Organize  implementation meetings and quarterly partnership meetings with partners, ensuring inputs from program, finance, administration and logistics staff are received and included, meeting minutes taken, filed, and disseminated to the Program Coordinator and partners.
  • Creatively problem solve with partners to develop protocols and procedures that are both compliant and contextually appropriate.
  • Support, review and update the reports (internal and to donors) and the documentation requirements according to MoUs between the partner and TDH-L, ensure compliance of donor reporting accordingly and submit them to the relevant TdhL managers or coordinators.

Partner capacity building

  • Manage the implementation of the capacity building program including capacity assessments of partners and definition of capacity building plans
  • Develop and roll out training plans and implement trainings for the partner’s as needed and based on the assessed needs for continued training in coordination with the technical unit.
  • Strengthen the capacity of partners on the overall grant management lifecycle, including proposal development, reporting and grant management, donor compliancy, and support other partner capacity strengthening initiatives.
  • Identify and raise technical challenges partners will face in the delivery of activities and propose tools and mechanisms to overcome them in a timely manner as needed.
  • As required, provide technical support or orientate to the concerned technical officer, to partners, guidance on program activities, etc. with partner related to good practices in child protection and juvenile justice
  • Development and/or adaptation of mentorship tools to support partners to undertake their plan

Monitoring, evaluation and learning

  • Work with partner organizations to conduct regular analysis of child protection data collected from field teams in order to note trends and inform programming accordingly, as well as sharing information via reports as needed
  • Assess partner’s learning requirements.

Coordination & Representation

  • Support the timely information sharing regarding challenges and needs at the field level to management.
  • Represent TdhL in internal and external forums as needed.
  • In close collaboration with the CP Project Coordinator, the JJ manager and the Program Coordinator, identify, establish, and maintain strategic partnership and coordination with other service providers to ensure sharing of learning.

Organizational Policies

  • Respects the Tdh Child Safeguarding Policy (CSP) and its principles of child protection, ensuring it’s the policy’s implementation and prompt notification of the CSP Focal Point with any information regarding potential breaches of the policy;
  • Is aware of, abides by and promotes the practices and values set out in all other Tdh policies and procedures such as the Internal Regulations, Standard Operating Procedures and other policies.

Undertake all other duties that may be requested by the line-manager and that are compatible with the job.

Humanitairan/ NGO management; Child protection related fields; International Development or Affairs, Finance, Business or related field; Advanced degree a plus. • Minimum of 5-7 years work experience with INGOs or NGOs • Proven experience in managing local partners through sub-grants management required. • Demonstrated experience in capacity development, mentoring and staff development. • Strong understanding of humanitarian protection principles and standards • Proven understanding of child protection • Demonstrated organizational, management and reporting skills; • Excellent communication and coordination skills. • Proven ability to work well in and promote teamwork, thrive in a multi-cultural environment, be flexible and handle pressure • Excellent written and spoken English and Arabic is required;
