Sawa for Development and Aid is a Civil Society Organisation founded initially as a spontaneous initiative in December 2011 to respond to the arrival of the first 40 Syrian families displaced from Syria into the North of Lebanon.

This initiative then grew to include individual activists, locals and internationals, who worked together (literally meaning ‘Sawa’ in Arabic) to share their knowledge and exchange their experiences in order to support Syrians, internally displaced or refugees in neighbouring countries, united by their belief in their right to live in dignity and freedom, and to be active individuals in their communities, and wherever they are.

Sawa sees itself as part and parcel of the society, and that it is on a continuous learning journey based on a participatory relationship at all levels with the communities that it works with, whether host or displaced, as well as with local and international partners.

Sawa believes that humanitarian, developmental and civic work has to always strive to achieve social justice, and so it aims to work with individuals and communities through holistic interventions towards a society based on democracy, pluralism, and values of citizenship and human rights. 

Job Specifications:

Generic Responsibilities:

  1. Adhere to Sawa’s policies, guidance, and procedures.
  2. Lead the development of M&E systems, including procedures, guidelines, procedures, and tools.
  3. Advise management on M&E solutions/options in the design of staffing, resourcing and budgeting, and priorities for the Consortium.
  4. Participate in programme design and proposal discussions, including theory of change development and log frame design.
  5. Support the teams in planning for and executing M&E activities, including, data collection methodologies and tools; and data management, analysis and use.
  6. Support the implementation, dissemination and use of evaluations and assessments; and also in monitoring data in programme development, adjustment, or review.
  7. Ensure effective communication and knowledge sharing between the Consortium members on related matters.
  8. Oversee and be responsible of mainstreaming protection guidelines in M&E activities  and ensure that all breaches/concerns reported are properly resolved.

Specific Responsibilities:

  1. Ensure that Sawa’s M&E plan is finalized and ensure the timely roll-out and delivery of planned activities.
  2. Design and develop methodologies and systems related to monitoring, evaluation and reporting.
  3. Provide ongoing analysis and concrete recommendations to improve quality and efficacy of the project in terms of procedures to beneficiaries.
  4. Identify the needed analytics for monitoring programmes efficiency and other reporting purposes.
  5. Coordinate closely with the teams on the needed information management, analysis, data collection tools, and any other relevant subject.
  6. Contribute to data analysis, provide feedback, and closely coordinate with the programmes manager and the development manager.
  7. Regularly update the management on the development of M&E tools, indicators, and plan.
  8. Actively contribute to the consolidated analysis of outcome monitoring, needs assessments, etc.
  9. Conduct regular field visits to ensure technical and operational compliance with M&E systems and methodologies.
  10. Monitor reports deadlines and support the coordinators, grants manager and programmes manager with the preparation of donor reports to ensure compliance with key programme indicators and objectives.

 

Qualifications/Requirements, Knowledge and Experience

- University degree in a related field, such as development, Statistics, Economics, Psychology, Social Science, Social worker with coursework in operations research, quantitative analysis, qualitative analysis etc.

- Minimum 2 to 3 years of active M&E work experience in development programming required; ideal candidate will have both theoretical and practical background in M&E and skilled in qualitative and quantitative M&E methodologies and techniques.

- Experience with development and management of grants.

- Proven ability to work productively with a variety of stakeholders to run participatory processes and meet tight deadlines with an emphasis on producing quality products.

- Demonstrated ability to transfer knowledge to diverse audiences through training, mentoring, and other formal and non-formal methods.

- Demonstrated awareness and responsiveness to gender and social issues in cross-cultural contexts and gender integration programming.

- Demonstrated the ability to adapt to new environments and be flexible given the nature of the work ( i.e. constant changes happening on the ground, movement of the refugees…)

- Excellent computer skills, including experience with: Excel, PowerPoint, SPSS, Access and   any other statistical packages.

- Fluency in spoken and written Arabic and English.

- Strong organisational skills.
