ROLE PURPOSE:
To ensure that the record-keeping for Lebanon Office is undertaken rationally, safely and effectively and that all financial plans, budgets, contracts, agreements and records are kept up to date and secured for access by authorized personnel only.
SCOPE OF ROLE:
Reports to: Senior Finance Coordinator
KEY AREAS OF ACCOUNTABILITY:
Support the delivery of effective programmes, in both development and humanitarian contexts, by:
- Handle petty cash, prepare checks and bank transactions.
- Manage finance department filing and documentation.
- Control petty cash replenishment for the country office and sub-offices.
- Receive cash when applicable and issue receipts.
- Handle payable/expenditure accounts.
- Prepare proper coding on all vouchers for valid account/cost centre /donor combinations.
- Check invoices, bids analysis and calculations.
- Handle travel advances of staff.
- Follow-up on missing signatures and documents.
- Issue payment of salaries for staff.
- Write checks and have them signed and ready in due time.
- Handle checks with the beneficiaries.
- Assist in preparing the monthly bank cash reconciliation
- Contribute in the preparation of all periodic financial statements and reports as per instructions.
- Assist the auditors as required, generally and in their yearly reviews.
- Undertake any other tasks requested by the Country Director when the need arises. All finance tasks should be coordinated with the Senior Finance Coordinator.
- Able and willing to dramatically change work practices and hours, and work with incoming surge teams, in the event of crisis or emergency.
QUALIFICATIONS AND EXPERIENCE:
- Bachelor Degree in Accounting, Finance or Business Management
- At least 1-year relevant working experience
- Prior experience with donors’ requirements and NGOs is an asset
- Able to work within a team
- Very good written and spoken English and Arabic languages and communication skills
- Availability for internal travel
- Organized with good in time management, and respect deadlines
- Trustworthy
- Analytical skills and accuracy
