The René Moawad Foundation has a zero tolerance to Sexual Exploitation and Abuse of beneficiaries.  Protection from Sexual Exploitation and Abuse (PSEA) is everyone’s responsibility and all staff are required to adhere to the Code of conduct that enshrines principles of PSEA, always (both during work hours and outside work hours). Familiarization with, and adherence to, the Code of Conduct is an essential requirement of all staff, in addition to related mandatory training. All staff must ensure that they understand and act in accordance with this clause.

Job Summary:

As part of RMF protection intervention in Tripoli – North Lebanon, RMF is implementing a package of activities that contributes to the well-being of individuals at-risk of irregular migration and their communities. These activities aim to empower individuals and communities, and lower structural barriers that hinder people from adopting positive practices and societies from becoming more equitable, inclusive, cohesive and peaceful. For this reason, RMF is actively looking for a passionate Legal Consultant that will be supporting in implementing some specific activities on the project.

Responsibilities:

  1. Conduct intake interviews with beneficiaries to evaluate their legal requirements and deliver legal counseling services.
  2. Offer legal support to beneficiaries confronting legal issues or facing urgent protection needs.
  3. Formulate explicit guiding principles and Standard Operating Procedures (SOPs) for the execution of activities relevant to individuals at risk of irregular migration.
  4. Provide legal information and advice to beneficiaries concerning prevalent legal matters.
  5. Conduct home visits to beneficiaries in specific cases, such as cases involving reduced mobility.
  6. Ensure meticulous filing and archival of individual legal documents while upholding data confidentiality standards.
  7. Assist Legal Assistants in coordinating and facilitating awareness sessions on legal matters within the operational area, in accordance with identified needs.
  8. Undertake any other pertinent tasks essential to the project and its operations.
  9. Be available to work additional hours and be accessible during weekends for addressing emergency cases.
  10. Attend meetings, training sessions, and workshops as directed by senior management.
  11. Adhere to key protection principles, including but not limited to: Prevention of Sexual Exploitation and Abuse (PSEA), non-discrimination, confidentiality, accountability, and need-to-know principles, while performing all tasks

Education:

Possession of an advanced university degree in Law, with a preference for specialization in either Family Law or Humanitarian Law; Registration with the Bar Association in North Lebanon is desirable.

Competencies: (Knowledge, Skills & Abilities) 

Professional Competencies:

  • Minimum three years of relevant professional experience as lawyer
  • Legal authorization to practice as a lawyer, registered at local bar association (practicing civil and family law)
  • Excellent knowledge of the local legal system and legal procedures
  • Previous working experience with IDPs, refugees and returnees
  • Strong knowledge of international protection and human rights legal standards
  • Computer literacy (Word, Excel, Power Point)
  • Prior experience in working with governmental authorities is a plus.
  • Knowledge on how to communicate with vulnerable population groups, such as women, children, youth, elderly, disabled and refugees
  • Strong report writing skills
  • Driving License.

Duration:

The implementation of this activity will start in March 2024 and will be ending in June 2024. The consultant is expected to deliver all the required services within this period.

The consultant is expected to complete and submit:

  • the approved deliverable
  • relevant invoice and timetable to be able to process the payment
