DEPARTMENT PURPOSE: The programme aims to reduce the overall state of inequality in Lebanon through a multi-structural approach that empowers individuals (e.g. girls, boys, women, and men – including youth), as well as groups (e.g. Local Civil Society Organizations (CSOs), Community Based Organizations (CBOs), feminist collectives) to achieve the following interlinked goals: 1) actively influence the processes by which public policies are made, 2) protect the basic social, economic, civil, and political rights of all citizens, specially marginalized groups (e.g. Syrian and Palestinian refugees, People with Disabilities (PWD), Lesbian Gay, Bisexual, Transgender, Queer plus (LGBTQ+), and migrant workers), and 3) facilitate access resources to strengthen their economic and social resilience.

TEAM PURPOSE: Oxfam in Lebanon is increasingly working at local, national and international levels to “ensure that women and men are protected and empowered to enjoy their basic rights and access services enabling them to live in dignity within a more equitable society.” To achieve this vision, Oxfam in Lebanon implements activities under two main programmatic pillars, which are the Governance and Economic Justice pillar and the Humanitarian Pillar. 

The Economic Justice program strives to ensure that marginalised women and men, especially youth, are empowered to cope with the effects of economic poverty and have greater access to and control over   productive   economic   resources   for   sustainable   poverty   reduction and   lessened   aid dependency.

The Project funded by the ILO focuses on strengthening SDCs’ capacity to provide employment services to vulnerable people as a transition to a more sustainable livelihoods scheme. The programme highlights the importance of investing in additional livelihoods measures, such as investing in skills training or apprenticeships, as mentioned in the current draft of the National Social Protection Strategy. As such, the SDCs will be a main channel under the project to carry out referral mechanisms through developed Standard Operating Procedures (SOP) and conduct profiling assessments and job counselling sessions. The SDCs will also act as a link between local authorities, local government, and local enterprises, in order to create a local employment network. The project implementation will last 8 months.

 

JOB PURPOSE: The role will combine technical support and support in the field in the implementation of employment activities and capacity building, monitoring and evaluation of programme activities, as well as collaboration and coordination among key stakeholders. The Officer will assist in responding to capacity building needs and budget planning, in collaboration with the Project Manager.

IMPACT

Oxfam will provide trainings to the SDC’s staff in order to enhance their skills in employment support. Oxfam will also contribute to the development of MoSA’s National Preparedness Plan which can include, but not be limited to, the establishment of an early warning system for SDCs, mapping of stakeholders and resources needed to adequately respond and the establishment of coordination mechanisms among relevant stakeholders to better respond to emergencies. Oxfam will work with MOSA on convening and coordinating with the social entrepreneurship ecosystem to align with MOSA’s aspiration to ensure support on sustainable development for local communities.

MOSA, EU, ILO, Influencing team, programme teams, fundraising team and finance team, SDCs staff, Oxfam affiliates and wider confederation.

KEY RESPONSIBILITIES (Technical, Leadership, People and Resource management)

Project Cycle Management & Programme Quality

  • Support the implementation of project activities as per set workplan and in accordance with donor regulations and Oxfam’s internal quality benchmarks;
  • Support SDCs with the outreach in target communities to ensure that the community and especially potential job-seekers are well-informed about available job opportunities and on how to apply;
  • Contribute to rapid qualitative market assessments when needed;
  • Ensure the quality implementation of various forms of support to SDC workers, regularly communicate challenges and areas of improvement, and proactively seek out solutions with the project team;
  • Carry out regular monitoring field visits to project locations and to target SDCs;
  • Participate in the Project Quality meetings to promote best practices and their application to the projects;
  • Support in any MEAL activities required at field and office level;
  • Support with any administrative tasks in order to ensure the timely and proper progress of activities.

 

Coordination and representation

  • Attend internal meetings i related to the projects under which the Livelihoods activities are implemented, and provide update when necessary;
  • Attend trainings, workshops, roundtables, etc. on topics related to the projects as needed;
  • Support in the organization of field visits (internal and external).

Reporting and contractual compliance

  • Support the project manager with any internal and external reporting in a timely manner;
  • Ensure regular, proper and timely project documentation;

Share relevant information to relevant program and support teams (Economic Justice team, Policy Advisor, Planning, Monitoring, Evaluation, Accountability, and Learning Coordinator, Advocacy and Media team, etc..)
