The HAT analytical unit monitors social media, communicates with partners, validates data through primary sources, and interfaces with relevant international organizations in order to gather and collate relevant conflict, access, and stakeholder information.  The HAT focuses on conflict, both individual incidents and trends, both present and forecasted, and then links this with its respective impact on the local population.  The HAT therefore looks not only at violence, but also at those underlying factors that trigger conflict and displacement such as governance and service provision, war economy dynamics, past displacement patterns, local, regional and international politics, social identity and intercommunal relationships. The HAT also serves as a real-time information hub; vets potential partners; assesses programmatic, partner, and operational risk; identifies and maps stakeholders; and maintains a mapped database displaying program locations, the locations of commodities and their values, and disaggregates this data by donor and risk threshold.

 

The primary outputs of the HAT are to:

 

  • Draft analytical reports to inform the humanitarian community’s strategic response to a humanitarian

      crisis;

  • Inform programmatic decisions using data and contextual knowledge in order to maximize impact and minimize programmatic risk;
  • Assess programmatic and physical security risk, collect conflict incidents, and provide conflict scenarios for contingency planning;
  • Inform advocacy by providing realistic, local, and ground-truth inputs.  

 

Purpose / Project Description:

To support the HAT with effective monitoring of social media and other sources, contribute to analysis, provide and construct the periodic and situational reports.

 

Objectives

  • To support the Senior Security Analyst with effective monitoring of social media.
  • To provide the Senior Security Analyst with relevant conflict information, context, and insights.   
  • To provide analysis in regards to Mercy Corps programming and conflict dynamics.
  • To produce a weekly report of the most relevant conflict and humanitarian related events in the region. 
  • To produce daily, monthly, and quarterly reports covering the most relevant conflict and humanitarian related events in the region. 
  • To produce situation reports, and contribute to thematic reports produced by the HAT.

 

Activities:

The Analyst will:  

    • Follow media outlets, social media and private networks in order to get as much detailed and reliable information as possible about conflict dynamics.
    • Produce the HAT weekly report, detailing the scope, direction, and impact of the regional conflict.
    • Coordinate with identified members across the different Mercy Corps hubs in the region
    • Assess risk in relevant program areas.
    • Engage in cross trainings with the HAT team to broaden technical understanding and skill bases.
    • Contribute to analysis and thematic papers and develop original research for use in HAT products
    • Contribute to the editing process for HAT products
    • Monitor military, political, and social developments on the ground and regionally.
    • Conduct contextual briefings to the different Mercy Corps teams and other peer INGOs
    • Work in a committed manner with consistency, integrity and discretion
    • Be prepared to extend contacts and sources to reflect a broader view of the conflict and political situation, providing Mercy Corps with impartial and objective information.  
    • Be available to support research and data collection around specific issues or projects, as requested.
    • Maintain informal and formal links to peer agencies and personal networks relevant to Mercy Corps programming.  

 

Deliverables:

The Analyst will:

  • Produce the Daily, Weekly, Monthly and Quarterly Reports.
  • Produce analytical products relevant to Mercy Corps programming.
  • Produce situational reports and contribute to HAT’s analysis.
  • Support the Security Analyst with effective monitoring of the conflict.
