Call for expression of interest

أطلق مشروع التحريج في لبنان في 17 ايلول 2015 برنامج "فايروايز - لبنان" خلال حفلٍ نُظِّم في بيروت سيمبوزيم في سن الفيل بحضور حشدٍ من ممثلي الوزارات المعنية و الدفاع المدني والمنظمات غير الحكومية والمؤسَّسات الأكاديمية والبلديات المحلية.

"فاير وايز - لبنان" هو مبادرة قائمة على العمل التعاوني، مستوحاةٌ من برنامج "فاير وايز - الولايات المتحدة"، ويسعى إلى تمكين المجتمعات المحلية للعمل معًا من أجل الوقاية من مخاطر حرائق الغابات والحدٍّ منها ومن الآثار السلبية المرتبطة بها والتي تؤثر على المجتمعات المحلية اقتصاديًا واجتماعيًا وبيئياً .

انطلقت التجربة الأولى للبرنامج في العام 2014 في كفتون بالشراكة مع جامعة البلمند، وكُرِّرَت بنجاح في موقعَيْ بكاسين وبنتاعل. جرى اختيار هذين الموقعين بالاستناد إلى سلسلة من المعايير، مثل خطر الحرائق العالي والقيمة الاجتماعية والاقتصادية والبيئية. وقد عمل المعنيِّون في الموقِعَيْن على وضع خطط عملٍ شملت أنشطة اجتماعية وتقنية على حدٍّ سواء.

وفي إطار المرحلة الثانية للبرنامج ، ينوي مشروع التحريج في لبنان اختيار خمسة شركاء جدد من المنظمات غير الحكومية والبلديات المستعدة والراغبة في تطبيق برنامج "فايروايز" بدعمٍ من فريق عمل المشروع عبر هبات صغيرة تغطي تكاليف البرنامج لمدة ستة اشهر.

وسوف تُدعَى المنظمات والبلديات المُختارة إلى المشاركة في ورشة عملٍ ينظِّمها مشروع التحريج في شهر شباط/فبراير 2016.

على المنظمات الراغبة في تطبيق البرنامج الإطلاع على آلية التطبيق المفصلة أدناه و ملء الإستمارة قبل 30 تشرين الثاني 2015.

أولا: ملء الإستمارة
تقدم جمعية بيئية بالتعاون مع بلدية مهتمة بالإشتراك في تنفيذ فايرويز في نطاق أراضيها ، الاستمارة المرفقة كإقتراحٍ للتدخل في الغابات المعرضة لخطر الحرائق ضمن نطاق البلدية.

ثانيا: دراسة المشاريع

بعد دراسة المشاريع المقدَّمة، يتم إختيار تلك المطابقة للائحة المعايير المعتمدة من قبل مشروع التحريج في لبنان، ويتم التوقيع على إتفاقية تعاون بين البلدية والجمعية ومشروع التحريج في لبنان. ( من أهم المعايير: وجود خطر عالٍ لاندلاع الحرائق ، وجود غابة ضمن الأراضي العامة في البلدية، وجود خبرة سابقة في التعاون مع جهة مانحة).).

ثالثاً: التدريب أو نقل الخبرات

يشارك ممثلون عن الجمعيات البيئية مع ممثلين عن البلديات (يفضل أن يكونوا أعضاء في اللجان البيئية) في ورشة عمل بغية تدريبهم على كيفية تنظيم طاولة مستديرة تهدف إلى إعداد خطة عمل فاير وايز للوقاية من حرائق الغابات.

رابعاً:إبلاغ السلطات المحلية

تهتم الجمعيات المختارة بالتواصل مع السلطات المحلية (بلديات) والأطراف المعنية، كالدفاع المدني أو الجيش أو أي مؤسسة بيئية محلية، لشرح مشروع فاير وايز وإطلاعهم على مبادئه.

خامساً: العمل الميداني

تعيّن الجمعية مسؤولًا ميدانيًا (يتقاضى راتبًا شهريًا ضمن الهبة) للتنسيق مع لجنة البيئة في البلدية و مع مشروع التحريج في لبنان لمتابعة تنفيذ النشاطات المتعلقة بمشروع فاير وايز.

سادسا": زيارة الخبير

تكون أولى مهمات المسؤول الميداني تسهيل عمل الخبير في الوقاية من حرائق الغابات للقيام بزيارات ميدانية في الغابة المعرّضة لخطر الحرائق.

سابعا": وضع خطة العمل

تنظّم الجمعيات بحضور جميع الأطراف المعنية طاولة مستديرة يشرح فيها الخبير الخصائص الطبيعية للموقع والتوصيات الممكن تنفيذها للحدّ من الخطر، ويشترك على أثرها الحاضرون بوضع خطة عمل فاير وايز

ثامنا": متابعة التنفيذ

يتابع المسؤول الميداني عملية تنفيذ الخطة المعدة وفقًا لاإستراتيجية إشراك المجتمع المحلي لمشروع التحريج في لبنان، و ذلك بالتعاون مع كافة الأطراف المعنية.

Call for expression of interest

On September 17, 2015, the Lebanon Reforestation Initiative (LRI) launched the Firewise – Lebanon program during an event held at the Beirut Symposium, Sin el-Fil, and attended by a number of representatives from the competent ministries, Civil Defense, NGOs, educational institutions and local municipalities.

Firewise – Lebanon is a collaborative initiative, inspired by the Firewise – US program, and strives to empower local communities to work together for the prevention and reduction of wildfire risks and their adverse impacts which economically, socially and environmentally affect local communities.

The program was piloted in 2014 in Kaftoun in partnership with the University of Balamand. The experience was successfully replicated at the Bkassine and Bentael sites. The two sites were chosen based on a set of criteria, such as high fire risk, and socio-economic and environmental value. Stakeholders at both sites worked to develop an action plan that equally featured social and technical activities.

In the second phase of FIREWISE, LRI plans to choose five new NGO and municipal partners willing to and keen on implementing the Firewise program with the support of the project team through small donations including coverage of operational costs for six months.

Selected NGOs and municipalities will be invited to participate in a workshop organized by LRI in February 2016.

Parties interested in implementing the program are invited to check the implementation mechanism detailed below and to fill the form before November 30th, 2015.

1.1. Fill the Form

An environmental organization, in collaboration with a municipality interested in participating in the implementation of Firewise on its sites, submits the completed form along with a proposal for intervention in forests prone to fire risk.

After assessing the presented proposal , the ones that abide to the list of LRI-approved criteria are selected and a MOU agreement is signed between the municipality and LRI. (Among the criteria: high fire risk, presence of a forest on public property, prior collaboration experience with a donor)

.3. Training and/ or knowledge transfer

Representatives of environmental organizations participate along with municipality representatives (preferably members of environmental committees) in a workshop to attend a training onorganizing roundtables to develop a Firewise action plan.

4.4. Notifying Local Authorities/informative meeting

Selected organizations contact local authorities (municipalities) and stakeholders such as the Civil Defense and Army or any local environmental organization to explain the Firewise project and present its principles.

5. Field Work

The organization assigns a field officer (with a monthly salary included in the grant) to coordinate with the municipality’s environmental committee and with LRI to monitor the implementation of Firewise-related activities.

6. Expert Visit

The primary task of the field officer is to facilitate the work of the wildfire prevention expert to conduct field visits to the forest exposed to fire risk.

7. Developing an Action Plan

The organizations, in the presence of all stakeholders, organize a roundtable during which the expert explains the natural characteristics of the site and the technical recommendations that can be implemented for risk reduction. Participants then collaborate to develop a Firewise action plan.

8. Monitoring Implementation

The field officer monitors the implementation of the plan’s activities set based on LRI’s community engagement strategy, in collaboration with all stakeholders.
