INTERSOS is a non-profit humanitarian aid organisation that works to bring assistance to people in danger, victims of natural disasters and armed conflicts. The head office in Italy coordinates, supports and monitors the planned activities in the countries of intervention carried out by decentralised offices.

 

Job Location: Beirut and Mount Lebanon

Job Purpose:

 

Protection Monitor will be responsible for the monitoring, identification and referral of protection issues, concerns and trends in the assigned area of operation. The Protection Monitor will also be responsible for community engagement and empowerment in the assigned area.

 

 

Generic Duties:

 

  1. Monitor, survey and assess the target population in the assigned area at household and community level through household and site visits;
  2. Identify and refer protection issues and concerns and report on protection trends in the area of operation;
  3. Identify and refer vulnerable persons of concern (PoC) for case management support and/or additional relevant services available;
  4. Work to identify and support community focal points/key informants/settlement representatives to join in need assessment, participatory monitoring and follow-up activities;
  5. Design, develop and timely submit weekly work plans of the visits to settlements and privately accommodated in the project areas as well as weekly reports;
  6. Provide necessary reporting inputs for monitoring and evaluation purposes;
  7. Ensure all monitoring activities are fully documented, including systematic and timely data collection and contribute to data entry on a regular basis as per the standard monitoring formats;
  8. Plan and facilitate Focus Group Discussions, Group Sessions, Individual Interviews and Awareness Sessions for beneficiaries living in the designated area of coverage;
  9. Liaise and maintain positive relationships between INTERSOS, community’s representatives, local leaders and grassroots organizations in the assigned area and provide them with overall orientation on the project.

 

 

Specific Duties:

  1. Conduct mobile field visits to villages, urban areas and informal settlements, in Mount Lebanon to meet with persons of concern within the community and identify individuals at risk and humanitarian needs according to weekly work plan;
  2. Ensure the referral of vulnerable individuals to case management and/or relevant services;
  3. Utilize digital data collection systems for data collection and uploading, and participate in trainings in the digital system, data cleaning, and regular debrief and supervision of digital data collection activities;
  4. Directly upload protection data to produce a clear, protection-focused report and translate and follow-up on red flag protection-related issues;
  5. Under the guidance of direct supervisor, facilitate one-on-one interviews and focus group discussions with beneficiaries and relevant stakeholders in the field on selected protection concerns;
  6. Conduct spot observation in areas where refugees are housed or clustered for inclusion in protection monitoring, using qualitative and quantitative methods;
  7. Support the Reporting Officer, Protection Monitoring Officer and Protection Manager to produce comprehensive report about the Protection Environment in Mount Lebanon; and
  8.  Conduct other duties as assigned by supervisor.

 

     

    Competencies: (Knowledge, Skills & Abilities)

     

    Professional Competencies:

    • Minimum 1 year experience in protection and humanitarian work
    • Protection background desirable
    • Experience in implementing participatory monitoring, reporting & evaluation and community assessments is desirable
    • MS Proficiency (word, excel, etc.)
    • Driving License
    • Knowledge of Mount Lebanon area and context
