Introduction:

The Mental Health and Psychosocial Support Task Force in Lebanon is the national coordination mechanism for the MHPSS response to the Syrian crisis. The task force’s mission is to ensure an effective, coordinated and focused response to the MHPSS needs of persons living in Lebanon, with a special focus on persons affected by the Syrian crisis, in line with the national mental health strategy for Lebanon. In order to achieve this mission, an annual action plan is developed by the task force. One of the objectives of the 2018 Action plan is “To develop guidelines and tools for monitoring and evaluation of MHPSS Programmes in the humanitarian/non-governmental field”.

This consultancy aims to support the implementation of the latter objective by developing and piloting an M&E Guide with the relevant tools and instruments.

Responsibilities:

  1. Review the IASC reference group on MHPSS Monitoring and evaluation (M&E) framework.
  2. Identify with the NMHP the priority outcomes and indicators to be monitored in the Lebanese context in line with the national MHPSS indicators.
  3. Identify M&E tools/instruments most relevant and needed to be developed to facilitate effective monitoring and evaluation of components/outputs of MHPSS services covered in these indicators by MHPSS actors.
  4. Adapt/Develop these tools, including the necessary guidance documentation on using the tools and compile in a guide.

Note: The tools should answer the following questions: What needs to be measured and how to measure it (i.e. what is the most appropriate source of information that needs to be collected and means of verification and how to collect and how often). Measures for quality control of the data should be included.

  1. Support in ensuring review by local and international experts and consultation workshop with MHPSS Task Force through: Developing the feedback form to facilitate collection of expert feedback, compile expert feedback, support in organization and facilitate the workshop with MHPSS Task Force.
  2. Edit the guide based on feedback and finalize the Guide (Pilot version) and develop an action plan for piloting it.

Reporting:

  • The consultant will report to Operations Manager from the National Mental Health Program
  • The consultant will provide monthly reports to the NMHP and IMC on the tasks performed during the month
  • Deliverables at the end of the consultancy period:
  • Report from the pilot of the Guide (pilot version)
  • Final M&E Guide

 

Minimum qualifications and professional experience:

- Master’s degree in Monitoring and Evaluation or related field

- Strong record in Results-Based Management Monitoring and Evaluation

- Proven knowledge in processes in an international development/humanitarian environment

- At least 10 years work experience in relevant technical areas. Experience in MHPSS programming is a plus.

- Experience of designing and facilitating participatory workshop sessions.

- Solid understanding of humanitarian best practice.

- Excellent management, communication and interpersonal skills; flexibility in timing; cultural-sensitivity

- Excellent writing skills

- Computer proficiency (Excel, Word, PowerPoint)

- Proficiency in English and Arabic
