Through formation of discussion groups in communities throughout the country, Citizen Lebanon partners aim to generate participants with strong leadership and civic organizing potential who are motivated to work together to address their community concerns. Citizen Lebanon facilitators must explain to participants that, in addition to the immediate advantages of receiving civic education, the program can also help them take decisive steps to address their concerns and improve their daily lives. This project is covering all Lebanon. CESMO is in charge of the North.

- Forming discussion sessions and facilitating various educating topics.
- Creating action groups to tackle local issues
