Staff Engagement Survey and Staff Wellness Consultant

Objectives

CARE International in Lebanon (CIL) is seeking a consultant to provide recommendations to develop a local Staff Wellness and Staff Engagement Strategy. The consultant will be expected to conduct thorough analysis of the data collected from a recently conducted staff engagement survey, communicate results to management, help management to present the results of the survey to the Staff and make recommendations on procedures and practices that CIL should be addressing in relation to staff motivation/engagement and welfare.

The main objective of this consultancy is to set up an action plan to ensure continual improvement in the HR system in place. The consultant will also ensure that staff input is used to make CIL a preferred employer of choice among INGOS in Lebanon.

 

Towards this end, CIL has initiated a staff engagement survey in April 2017 through a list of 33 questions. The questions cover various areas as related to employee satisfaction and engagement, including employee satisfaction with: Organization, Job role, Leadership and Management, working conditions, stress and work Management, benefits, Learning & Development, and other areas of impact. Results of the survey are expected by May 4, 2018.

 

CIL intends to appoint a competent Consultant to carry out the analysis of the existing results of the staff engagement survey, to identify the drivers of employee engagement, and to assist in identifying areas of improvement, validate the information through an employee’s workshop, provide final recommendations for key points to formulate a staff wellness and engagement strategy and policy, and provide follow up tools and supports to implement action plans effectively.

Tasks & Deliverables

  • Staff Survey Report: the consultant should submit a detailed qualitative and quantitative analysis of the survey results. The analysis should include easy to read graphs, power point presentation, and complete data should be compiled using Excel. In addition, the draft report should highlight the gaps and recommends changes. Preferably, the survey report should have benchmark comparison to other INGOs in Lebanon.
  • Present the report to CIL SMT to validate and ensure their perspectives are included. This report will then be presented as an analysis with areas for management improvement and recommendations on type and priority of interventions required.
  • Design and lead one or two days workshops for all staff to get their recommendations of what they can do to develop a staff wellness and engagement strategy.  
  • Discussion with SMT to formulate an action plan out of the survey results. The action plan should be validated through follow on engagement with employees through a half day workshop with SMT.  
  • Capture additional findings and recommendation post direct contact with staff.
  • Detailed report including analysis of the staff survey data with benchmarking data for similar.
  • Design and lead a one-day workshop with all internal stakeholders followed by a half day final meeting to roll out action plan.
  • The report should firstly cover the action plan, and include recommendations for talent management, learning and development, discuss compensation and benefits, and other areas into staff engagement and wellness.

Profile

  • High level relevant academic qualifications in HR Management.
  • At least 5 years relevant and professional HR Management experience as consultant in this kind of surveys and workshops ideally in NGOS environment of similar sector.
  • Project Management skills
  • Demonstrated excellent writing and verbal skills in English and strategic planning experience.
  • Relevant experience providing recommendations on employee engagement to organizations of similar size and scope (less than 50 employees) with similar industry considerations.
  • Excellent workshop facilitation, communication and presentation skills

Time frame

The consultancy should start by May 7th till July 13, 2018. While the staff workshop should take place during the first two weeks of June.

Reporting

The consultant will report to and work in close cooperation with the Admin Manager and Country Director.

For individual consultants:

Please submit your technical and financial proposal to undertake the above activities by sending an email to [email protected] by April 25, 2018. The Consultant should submit a detailed proposal with the following components:

a) Technical proposal to include:

  • Maximum of three pages outlining the Consultants’ understanding of the TOR;
  • The Consultant will provide a detailed work plan and delivery timeline that will include survey results analysis, reporting, and post survey workshop of internal stakeholders, and recommendations for a Staff Wellness and Engagement Strategy (including a Gantt chart)
  • Copy of the CV;
  • Three references;
  • Copy of newly issued judgmental record for nationals;
  • Copy of ID or passport

b) Financial proposal detailing the following:

  • Itemized consultant’s fees and costs - consultant should indicate professional daily rate including all cost to be invoiced to CARE
  • Provide proof of Ministry of Finance registration (Fiscal number)

In case the consultant cannot provide proof of MOF registration, 7.5% will be deducted from the proposed daily rate.

Please take into consideration that under consultancy agreement, CARE will not provide any employees perks and benefits. The proposed daily rate should be inclusive of all cost.

  • “Vendor Profile” a document to be filled by the bidder to give a brief about the Travel agency.
  • “Proof of Company Registration” Official Registration Documents
  • “Vendors References” The details of the names, address and contact telephone of three (3) clients for whom the same type of services was provided in various and disperse geographic locations in addition to copies if official references letters provided by these references. CARE reserves the right to contact these references, without notifying the bidder.
  • Maximum of six pages outlining the Consultants’ understanding of the TOR and the proposed methodology to conduct the assignment, including techniques and tools to be used.
  • The Consultant will provide a detailed work plan and delivery timeline that will include survey results analysis, reporting, and post survey workshop of internal stakeholders, and recommendations for a Staff Wellness and Engagement Strategy (including a Gantt chart)
  • Financial Offer or detailed Price offer with explanatory notes if necessary. Note that only budgets in US Dollars will be accepted.
  • Business license, registration, and proof of VAT registration
