Description: 

Coordinate disaster response or crisis management activities, provide disaster preparedness training, and prepare emergency plans and procedures for natural (e.g., hurricanes, floods, earthquakes), wartime, or technological (e.g., nuclear power plant emergencies, hazardous materials spills) disasters or hostage situations.

They will be responsible for the provision of operational and emergency preparedness input, which includes the review of proposals and their associated budgets and the identification of any operational risks.

Key Responsibilities:

  • Facilitate the direct delivery of training and knowledge transfer activities to help build the capacity of the emergency response team and have proven experience with cross-cultural team and capacity building.
  • Responsible for ensuring robust and practical emergency preparedness plans, humanitarian contingency plans, and implementing emergency preparedness procedures.
  • Design surveys to determine the types of emergency-related needs that will need to be addressed in disaster planning, and provide technical support to others conducting such surveys.
  • Coordinate with other local and international NGOs, municipalities and local authorities to obtain approvals and constant updates from relevant authorities.\
  • Develop and maintain liaisons with municipalities, county departments, and similar entities in order to facilitate plan development and response effort coordination
  • Keep informed of activities or changes that could affect the likelihood of an emergency, as well as those that could affect response efforts and details of plan implementation.
  • Prepare emergency situation status reports that describe response and recovery efforts, needs, and preliminary damage assessments through the project manager and coordinator of the response action.
  • Prepare plans that outline operating procedures to be used in response to disasters/emergencies
  • Propose alteration of emergency response procedures based on regulatory changes, technological changes, or knowledge gained from outcomes of previous emergency situations.
  • Study emergency plans used elsewhere in order to gather information for plan development.
  • Attend Inter-agency meetings, conferences, and workshops related to emergency management in order to learn new information and to develop working relationships with other emergency management specialists.

Response:

  • Responsible for implementing emergency response management procedures and ensuring key deliverables are met.
  • Function as a centralized Team Lead, working with Country Director, Finance Manager, Logistics Manager, and grants managers, to implement quality humanitarian responses.
  • Coordinate with other program managers to ensure smooth and effective referrals between programs.
  • Act as the budget holder for all emergency response activities.
  • Ensure humanitarian responses support the organization’s objectives, and are implemented in a coordinated manner to ensure a timely, appropriate, and effective humanitarian response.
  • Prepare and update the work plan for the overall response.
  • Supervise and approve the task division among all team members.
  • Work with teams across the country to coordinate pre-crisis response funding and initiatives in support of partners, donor reports, and monitor contractual requirements.

General:

  • Proactively identify and pursue opportunities for preparedness, early action, and humanitarian response funding.
  • Play a key role in grant management, reviewing proposals for funding, including quality checking proposals and budgets,
  • Support the team on program quality including the adherence to donor requirements, the implementation of international program standards (e.g. Sphere), and adherence to internal guidelines, policies, and procedures.
  • Support the Grants Manager to ensure timely monthly reporting from the field and actively promote good communication between community centers, partners and the country director
  • Participate in the preparation of any agreed monthly reporting to donors and contribute to any internal reports as requested.
  • Review monthly field reports and ensure appropriate follow up and decision making on data relevant to the partner’s activities.
  • Reports on any field visits and training deliveries undertaken.
