RESPONSIBILITIES
Leadership and Strategic Management
- Work with the Board of Directors (the Board) to develop and revise ACT’s strategy and action plan
- Ensure integration of research, activities, campaigning, communications, and advocacy in order to provide an effective, coherent programme of work
- Represent ACT with government officials, international organizations, civil society organizations, media and the public
Programme and Project Management
- Manage overall programme implementation and budget utilization, ensuring consistency with donor agreements
- Supervise project managers to implement projects as required by strategy and donors
- Oversee all project activities and be the main contact point for donors
- Ensure project activities comply with the policies and regulations of donors
- Ensure close collaboration and coordination with partners
- Employ resourcefulness in project design, implementation and monitoring.
- Troubleshoot project problems: identify and implement creative solutions
Resource Management – Staff and other resources
- Day-to-day management of the staff to ensure their most effective use, in line with agreed priorities and policies
- Conduct regular staff meetings and ensure clear and responsive internal communication
- Recruitment and selection of new staff members
- Agree key performance objectives with staff and provide semi-annual reviews
- Manage the implementation of security procedures for staff, confidential data, IT systems
Financial Management and Budgeting
- ED is the primary budget holder and must set, monitor, manage and report on budget and expenditure to the Board
- Oversee the preparation and submission of annual activity-based project budgets as well as monthly and quarterly financial reports
- Develop annual and quarterly budget forecasting, align budget spending with programmatic strategy
- Ensure effective oversight of the separate budgets and expenditure for the different donors and scopes of work
Monitoring and Evaluation
- Coordinate and facilitate monitoring and assessment of the projects
- Developing appropriate M&E tools
Governance and Board Relations
- Prepare documentation for quarterly meetings of the Board
- Report regularly to the board
- Prepare documentation for annual General Assembly meeting, including annual management report and annual budget for approval
Communication
- Develop the communication strategy of ACT and ensure its implementation
- Represent ACT at seminars, conferences, meetings and other events
- Advocacy, networking and lobbying with national and international stakeholders
- Increase public engagement in ACT’s campaigns through innovation in campaigning and activism
- Identify opportunities to partner with other transitional justice, human rights, civil society and activist groups
Fundraising and Grant Management
- Establish and maintain good relationships with existing and potential donors
- Supervise the preparation of narrative and financial reports for donors
- Schedule and arrange project visits with donors
- Identify new sources of funding for ACT and develop proposals
SKILLS AND EXPERIENCE
REQUIRED
- University Degree in transitional justice, law, social sciences, project management or another relevant field of study
- At least 10 years of work experience in a CSO, NGO, INGO or IGO
- Written and oral fluency in English and Arabic is essential. Both written and oral fluency must be demonstrated at interview and through written materials.
- At least 5 years’ experience leading and managing staff and financial resources including setting, managing and monitoring plans and budgets
- Advanced knowledge of international donors’ guidelines and procedures and experience of writing funding proposals and donor reports
OTHER
- Experience in monitoring and evaluation and Project Cycle Management
- Excellent planning, management and coordination skills, with the ability to organize a substantial workload, diverse tasks and responsibilities
- Experience of successfully coaching and mentoring people; ability to identify and address skills gaps and experience of capacity building and training
- Project management experience including the ability to develop strategies and plans and review them and adapt them as required, exercising and promoting creative thinking
- Ability to identify opportunities and threats and to recommend appropriate mitigating action; ability to make appropriate recommendations in relation to ACT’s interests and priorities
- Highly organized & pays attention to small details
- Experience of working under pressure, managing conflicting demands, meeting deadlines and adjusting priorities
