Strategic Planning

Expertise France is seeking the services of a Strategy expert to build the capacities of one of its local partners: the René Moawad Foundation (RMF). 

RMF aims at promoting social, economic, and rural development in Lebanon. Focusing on Education, Healthcare, Agriculture, and Economic Development. It operates in several regions across the country and mainly focuses on the North and Akkar. Providing support to the most vulnerable, the organization is looking to build a long-term strategy, accompanied by a strategic plan, which will provide the senior management with a documented vision to (1) promote and attain their short, mid, and long-term objectives, (2) implement their projects in accordance to their objectives, and (3) address potential challenges found on the way.  

Key Tasks and Deliverables 

The consultant, an expert in Strategy Planning, especially within the Lebanese humanitarian sector, with proven experience working with LNGOs, will work with RMF on the following: 

Phase 1: Collect data and information through the organization of brainstorm sessions and interviews with various key individuals working at RMF. 

Organize a workshop with RMF staff to define key strategic objectives and initiatives. 

Phase 2: Draft a clear strategic plan.  

Present the final strategy to the RMF team.  

Prepare a final project report. 

Roles and Responsibilities 

The Consultant 

Closely coordinate with Expertise France regarding the activities to be implemented. 

Ensure regular communication with both RMF and Expertise France throughout the capacity strengthening process. 

Collect data and information through the organization of brainstorm sessions and interviews with various key individuals working at RMF. 

Analyze RMF’s processes and workflows. 

Organize a workshop with RMF staff to define key strategic objectives. 

Draft a clear strategic plan which will include (1) a clear defined mission and vision, (2) a comprehensive SWOT assessment, (3) strategic objectives concerning (a) financial forecasts, (b) donor satisfaction, (c) beneficiary needs, (d) internal processes, € capacity building (learning and growth), and more, (4) stakeholder mapping (potential allies and rivals), (5) strategic initiatives to be implemented, and (6) benchmark tools for performance evaluation.   

Present the final strategy plan to the RMF team. 

Prepare a final project report laying out all the process (from meetings, activities, and deliverables). 

Expertise France 

Expertise France will contract the consultant and through the project management team will oversee: 

Developing and finalizing the terms of reference and contract. 

Reviewing and approving all expected deliverables with the consultant. 

Supporting the consultant in connecting and meeting with RMF as relevant. 

Overall monitoring of the assignment activities and the delivery of milestones. 

Qualifications 

Masters degree in Public Policy, Development Work, Business Administration, or related fields. 

10 years experience in Strategic Planning, Management, or Development. 

Minimum of 7 years of proven experience working with LNGOs in the humanitarian sector. 

Tangible experience in conducting brainstorms with high level individuals and the use of tools to triangulate and analyze information. 

Strong local knowledge and comprehensive understanding around capacity building programs and experience in delivering soft skills training. 

Professional working knowledge of Arabic and English is compulsory. 

Extensive experience in delivering the requirements mentioned. 

Ability to communicate, negotiate and adapt to work requirements.
