1. Background Information on Plan International

Plan International is an independent development and humanitarian organization that advances children’s rights and equality for girls. 

We believe in the power and potential of every child. But this is often suppressed by poverty, violence, exclusion and discrimination. And its girls who are most affected. Working together with children, young people, our supporters and partners, we strive for a just world, tackling the root causes of the challenges facing girls and all vulnerable children. 

We support children’s rights from birth until they reach adulthood. And we enable children to prepare for – and respond to – crises and adversity. We drive changes in practice and policy at local, national and global levels using our reach, experience and knowledge. 

We have been building powerful partnerships for children for over 75 years, and are now active in ore than 70 countries.

About the commissioning office

Since 2017, Plan International has been working in partnership with local, national, and international organizations to strengthen capacities and address the needs of Lebanese and refugee children in Lebanon. With a focus on adolescent girls and young women, Plan International Lebanon implements projects in the sectors of Child Protection, Gender-Based Violence, Sexual and Reproductive Health and Rights, Education, Youth Economic Empowerment, and Participation. The organization also promotes gender equality by addressing the root causes of discrimination against girls and young women. Since its establishment in Lebanon, Plan International has been using a partnership model that allows for the capacity building of local actors and civil society strengthening in various areas including Tripoli, Akkar, Bekaa, South, and Beirut & Mount-Lebanon.

  1. Objectives

The purpose of this TOR is to outline the terms and requirements for the Advisory Board for Plan International Lebanon.

The Advisory Board is a voluntary entity that advises the Plan International Lebanon Country Leadership Team (CLT) regarding strategic topics in the fulfilment of its strategic objectives.

The Advisory Board is composed of five members. The task force screens and selects the Advisory Board members every two years, considering geography, field of experience and gender (at least 50% female). Engaged members can be selected more than once.

  • The Advisory Board provides non-binding strategic advice to the CLT. In particular, the Advisory Board provides strategic direction and guidance on topics of interest and priority related to the CLT., guides the quality improvement and evaluates the effectiveness of the programs. The Advisory Board members do not have authority to vote on business/organizational matters or bear legal fiduciary responsibilities; their roles and responsibilities are the following:
  • Provide guidance to leadership team on key thematic areas, trends and needs in country and globally. The thematic areas include, climate change and sustainable energy, social protection, digital transformation and cyber security, Economy and Innovation and gender equality.
  • Develop an understanding of the sector, market and industry trends;
  • Provide wise counsel on issues raised by management;
  • Provide unbiased insights and ideas from a third point-of-view (not involved in the operation of the business);
  • Encourage and support the exploration of new program ideas in line with national and international trends
  • Act as a resource for strategic ideas;
  • Support and advise PIL leadership team in positioning within Lebanon civic space and key governmental and private sector stakeholders

The meetings of Advisory board are held quarterly. The Advisory Board is consulted periodically by email. Meeting alerts are sent at least two weeks in advance.

8. Evaluation Criteria:

  • Deep Technical Expertise and Knowledge in one or more of the thematic areas mentioned. Offering industry-specific insights (40%)
  • Solid track record of high integrity, as well as limited political and religious affiliations (20%)
  • Networking skills and communication skills, well-connected, culturally fit, and can act as ambassadorial public relations officers for Plan International Lebanon (20%)
  • Coaching Ability, with an action-oriented personality. (20%)

8. List of documents to be submitted with the Request for Proposal (RFP)

Recognized and seasoned expert potential candidates are invited to submit a letter of interest with your CV (and one sample of a publication or research or advocacy you led on or participated in – if relevant), after which a selection committee tasked will be choosing the advisory board, based on scoring criteria set.

All applicants are required to agree and adhere to Plan International’s Non-Staff Code of Conduct (Annex)

9. Submission of offers

Recognized and seasoned expert potential candidates are invited to submit a letter of interest with your CV (and one sample of a publication or research or advocacy you led on or participated in – if relevant), after which a selection committee tasked will be choosing the advisory board, based on scoring criteria set.

Thematic areas:

  1. Feminist & Protection Advocate or Expert
  2. Environmentalist, Climate Change and Sustainable Energy Advocate or Expert
  3. Economists and/or Entrepreneurship and Innovation Advocate or Expert
  4. Civic Engagement and Social Protection Advocate or Expert
  5. Digital Transformation and Cyber Security Advocate or Expert

10. Evaluation of offers

Plan International, at its sole discretion, will select the successful candidate. Selection Committee from Plan International Lebanon will be compiled of 3 CLT members.

 

Plan international shall be free to:

  • Accept the whole, or part only, of any submission
  • Accept none of the proposals
  • Republish this Request

 

Plan International reserves the right to keep confidential the circumstances that have been considered for the selection of the candidates.

 

Plan International may award multiple candidates and will be non-exclusive.

11. Contract & Payment terms

Please note that, if successful, Plan International will not be offering any financial reimbursement for advisory board members.

12. Plan International’s Ethical & Environmental Statement

The supplier should establish environmental standards and good practices that follow the principles of ISO 14001 Environmental Management Systems, and in particular to ensure compliance with environmental legislation.
