TEAM PURPOSE: Oxfam in Lebanon is working at local, national and international levels for “women, men and people with diverse SOGIESC[1] in Lebanon can exercise and fulfil their rights, social and economic agency in an equitable society.” To achieve this vision, Oxfam in Lebanon implements activities under two main programmatic pillars, Governance and Economic Justice and Humanitarian pillars.

Oxfam’s Humanitarian Programme in Lebanon aims to empower and alleviate the suffering of marginalized women, men, and people with diverse SOGIESC, from refugee, migrant, and host communities, and to ensure basic needs are met and rights are upheld in the face of current and future crises and shocks. Our approach centralizes local humanitarian leadership for service provision and delivery.

Oxfam’s Governance programming is centered around understanding power structures, power relations, and dynamics of influence across intersecting networks of actors. Its primary goal is to support the development of accountability and transparency at the local, civil society, and governmental levels, aiming to enable civic participation for marginalized women, men, and people with diverse SOGIESC, including refugee, migrant, and host communities.

Oxfam’s Economic Justice Programme in Lebanon aims to support the development of an inclusive economic model that provides durable solutions for the country’s marginalized women, men and people with diverse SOGIESC, including refugee, migrant and host communities. Merging economic development and decent working conditions, the programme aims at ensuring that needs attainment for small enterprises and vulnerable individuals are strengthened to withstand crises and shocks.

 

 

JOB PURPOSE:

The Program Quality Coordinator is responsible for leading the conceptualization, design, and quality assurance of programs within Oxfam in Lebanon. This role encompasses program development, humanitarian response planning, partnership building, and oversight of thematic areas. The goal is to drive program growth, modernization, and expansion while ensuring adherence to cross-cutting themes and Oxfam strategy.

KEY RESPONSIBILITIES (Technical, Leadership, People and Resource management)

Programme Design

  • Lead the development of program concepts and proposals, with a focus on areas such as WASH, protection, social protection, climate justice, governance and economic justice. Incorporate cross-cutting themes, including gender, climate change, the use of digital technology where relevant.
  • Lead the formulation of a comprehensive humanitarian and development programme in collaboration with partners.
  • Participate in the development and drafting of country and pillar strategies.
  • Implement the nexus approach to maximize synergies for long-lasting results.
  • Co-lead on all issues that advance nexus programming especially in areas of Social Protection Policy, Climate Change and Gender Justice. 
  • Develop and maintain emergency response plans, contingency plans and mitigation strategies to fulfill Oxfam’s humanitarian mandate.
  • Work closely with the MEAL advisor and the MEAL team to ensure lessons from programs and projects are extracted and capitalized upon.
  • Maintain an up-to-date and comprehensive understanding of civil society space in Lebanon, and ensure that programmes are aligned to local context and priorities.

 

Programme Oversight

  • Conduct contextual analyses to inform interventions and strategic decisions.
  • Ensure coherent implementation of Oxfam’s programs in Lebanon, emphasizing quality, partnerships with local civil society, and alignment with the country strategy.
  • Support risk analysis related to program activities and provide guidance on necessary adjustments.
  • Support compliance with contractual obligations and submission of high-quality donor reports.
  • Provide guidance on HR matters, including job descriptions and recruitment.
  • Support national program evaluations, learning events and research activities.

 

Management Responsibilities

  • Supervise Technical Advisors in various thematic areas, ensuring their availability and efficiency in grant designs and ongoing projects.    
  • Ensure performance assessments, regular performance discussions, and annual appraisal are carried out for staff members.

 

Representation & Influencing

  • Represent Oxfam externally in relevant UN/(I)NGO or government fora
  • Develop alliances with organisations and stakeholders to enhance coordination and complementary approaches.
  • Engage authorities and stakeholders to facilitate operational work.
  • Support research activities to inform advocacy and influencing efforts.
  • Contribute to advocacy and campaigns on humanitarian and development issues, aligning with relevant Global Campaigns.

In addition:

  • 5 years of experience leading humanitarian and development programming, working on e.g. social justice issues, good governance, climate justice, gender, social stability, protection, WASH, with governance defenders, civil society organizations, coalitions and alliances, engaging with local and national authorities and power holders;
  • At least 3 years of experience in program design, strategizing, project design, proposal development and concept note development (including budgets) in humanitarian and development sectors;
  • Sound knowledge and understanding of Lebanon’s social, economic and political context;
  • Demonstrated experience in integrating gender and diversity into programming;
  • Strong knowledge of civil society space in Lebanon
  • Experience in developing the capacity of staff and partners  
  • Excellent communicator in English and Arabic, with proven ability to build relationships with a variety of stakeholders (local partners, coalitions, activists, municipalities, etc); 

Desirable

  • Master’s degree in relevant area (e.g. governance, economics, development studies, political science)
  • Proven ability to analyse complex environments at the local and national level, monitor changes and translate into appropriate strategic advice;
  • Experience in supporting research, advocacy and influencing efforts on governance issues in Lebanon;
  • Proven ability to build relationships with a variety of stakeholders (local partners, municipalities, etc).
