CALL FOR EXPRESSION OF INTEREST for WATER TRUCKING - DESLODGING services 2024 in North Lebanon and Akkar Governorates in the frame of framework agreements signature

Context

SOLIDARITES INTERNATIONAL is a non-governmental organization. Private, non-political, non-denominational and non-profit-making, intervening in countries throughout the world. SOLIDARITES INTERNATIONAL vocation is to save lives by combating suffering, hunger, disease, and those crises threatening the lives of helpless men, women and children.

 

In the context of its humanitarian action in North Lebanon and Akkar Governorates, SOLIDARITES INTERNATIONAL is willing to increase its pool of service providers for WATER TRUCKING - DESLODGING aiming to sign long term agreements for the provision of water trucking and desludging services in North and Akkar governorates.

 

Cadasters of Intervention

Kindly refer to the document attached in order to see the full list of areas.

In these cadesters, SI might implement regular service.

However this list doesn’t engage Solidarites International to provide those services.

 

Application procedure

Step 1:        Call for expression of interest for water trucking and desludging services provision

 

Following this advertisement, Service providers are invited to read it carefully and are requested to confirm their participation to the information and selection process session by latest Friday 23rd of February 4PM with the email subject “WT – DES 2024” to: [email protected] to confirm your willingness to participate in this call for expression of interest, and attend this meeting.

Service providers are requested to also provide the company name and the full name person who will be representing the company and attend this session.

 

Step 2:        Meeting for information, Solidarites International bidding and selection process

 

Meetings will take place for all interested service providers in SI office in Tripoli on Monday 26^th  of February 2024.

• 9 a.m: Water trucking service providers
• 2 p.m: Desludging service providers

Please note that date is provisional and Solidarites International reserves the right to modify this schedule.

Any change in the date, time or modality of the meeting will be communicated upon to the suppliers presenting their interest.

 

Step 3:        Offers submission by service providers

 

Following this session, service providers who are willing to participate in the selection process, will be requested to submit their offer (including administrative, financial and technical documents) by the communicated deadline.

Any request for clarification can be addressed to Solidarites International to [email protected], 3 working days before the deadline for offers submission and Solidarites International will reply to services providers' questions at least 2 working days before the deadline for submission of offers.

 

Step 4:        Offers evaluation

 

Solidarites International will evaluate all offers according to the requirements and defined criteria.

 

This evaluation will include:

1. Administrative analysis
2. Financial analysis
3. Technical analysis:

This evaluation may include:

• physical inspection of service providers’ company including personnel, drivers
• physical inspection of the service providers’ trucks and machinery
• water sources location verification and testing

 

The framework contracts will be awarded to all compliant offers meeting all administrative, financial and technical requirements, providing the best quality/price ratio, and any other requirements requested by Solidarites International.

 

Step 5:        Notification of the non-selected and awarded service providers

 

Solidarites International will notify all service providers about the outcomes of the selection process and will contact the awarded service providers to organise the contract signature.

هدف التضامن الدولي هو إنقاذ الشعوب من خلال مكافحة المعاناة والجوع والمرض وتلك الأزمات تهدد حياة الرجال والنساء والأطفال الضعفاء.

 

في إطار عملها الإنساني في محافظتي لبنان الشمالي وعكار، ترغب منظمة التضامن الدولي في زيادة مجموع مقدمي خدمات نقل المياه بالصهاريج – شفط الجور الصحية،

تهدف المنظمة إلى توقيع اتفاقيات طويلة الأمد لتوفير نقل المياه بالشاحنات وشفط الجور الصحية في محافظتي الشمال وعكار.

طريقة التقديم :

الخطوة 1 : دعوة للتعبير عن الاهتمام في نقل المياه و شفط الجور الصحية:   

بناء" على هذا الاعلان ، ندعو مقدمي الخدمات لقراءته بعناية ويطلب منهم تأكيد مشاركتهم في جلسة المعلومات و الاختيار يوم الجمعة 23 شباط الساعة 4 مساءً مع إرسال بريد إلكتروني على العنوان التالي:  " موضوع البريد.                                                                                                                       لتأكيد رغبتكم في   WT – DES 2024  ’ procurement.tripoli@solidarites liban.org المشاركة في هذه الدعوة للتعبير عن الاهتمام، وحضور هذا اللقاء.

ويُطلب من مقدمي الخدمات أيضًا تقديم اسم الشركة والاسم الكامل للشخص الذي سيمثل الشركة ويحضر هذه الجلسة.

الخطوة 2: الاجتماع للحصول على المعلومات، عملية تقديم العطاءات لمنظمة التضامن الدولي و طريقة اختيار الشركة

 

سيتم عقد اجتماعات لجميع مقدمي الخدمات المهتمين في مكتب التضامن الدولي في طرابلس يوم الاثنين 26 فبراير 2024:

 

· 9 صباحاً: مقدمي خدمة نقل المياه بالصهاريج

 

· الساعة الثانية بعد الظهر: شفط الجور الصحية من مقدمي الخدمة

 

يرجى ملاحظة أن هذا التاريخ مؤقت وتحتفظ منظمة التضامن الدولي بالحق في تعديل هذا الجدول.

 

سيتم إبلاغ أي تغيير في تاريخ أو وقت أو طريقة الاجتماع إلى الموردين الذين يقدمون اهتمامهم.

 

الخطوة 3: تقديم العروض من قبل مقدمي الخدمة

 

بعد هذا الاجتماع، سيُطلب من مقدمي الخدمات الراغبين في المشاركة في عملية الاختيار تقديم عروضهم (بما في ذلك المستندات الإدارية والمالية والفنية) بحلول الموعد النهائي المحدد.

 

يمكن توجيه أي طلب للتوضيح إلى منظمة التضامن الدولي على العنوان التالي:[email protected]، قبل 3 أيام عمل من الموعد النهائي لتقديم العروض، وسوف تقوم المنظمة بالرد على أسئلة مقدمي الخدمات قبل يومين عمل على الأقل من الموعد النهائي لتقديم العروض.

 

الخطوة 4: تقييم العروض

 

ستقوم منظمة التضضامن الدولي بتقييم جميع العروض وفقًا للمتطلبات والمعايير المحددة.

 

وسيشمل هذا التقييم ما يلي:

 

أ. التقييم الإداري

 

ب. التقييم مالي

 

ج. التقييم الفني:

 

قد يشمل هذا التقييم ما يلي:

 

* التفتيش المادي على شركة مقدمي الخدمة بما في ذلك الموظفين والسائقين

 

* الفحص المادي لشاحنات وآليات مقدمي الخدمة

 

* التحقق من مواقع مصادر المياه واختبارها

 

سيتم منح العقود  لجميع العروض المتوافقة مع جميع المتطلبات الإدارية والمالية والفنية، وتوفير أفضل نسبة الجودة/السعر، وأي متطلبات أخرى تطلبها منظمة التضامن الدولي.

 

الخطوة 5: إخطار مقدمي الخدمة غير المختارين والممنوحين

 

ستقوم منظمة التضامن الدولي بإخبار جميع مقدمي الخدمات بنتائج عملية الاختيار وستتصل بمقدمي الخدمات الفائزين لتنظيم توقيع العقد
