Background

The project "Improving the Quality and Attractiveness of Vocational Education and Training in Lebanon" aims to increasingly align vocational education and training in sectors with sustainable employment potentials with the needs of the Lebanese economy.

Emphasis is placed on improving the partnership between vocational training institutions and the private sector, strengthening human resource capacity in vocational training institutions, and developing practice-oriented training programs. The target groups of the project are young people, unemployed and underemployed adults who want to improve their employment prospects through qualifications relevant to the labour market.

The implementing partner is the Directorate General for Vocational and Technical Education (DGVTE), which lacks capacity at various levels to involve the private sector in vocational education and training. This concerns curriculum development, teacher training and the expansion of practical elements in teaching. The project's advisory approach includes establishing and advising coordination bodies with representatives of the state vocational training sector and company representatives at the macro and steering levels, piloting cooperation models between vocational training institutions and the private sector, systematic human resources development in public vocational training institutions and testing competency-based, modularized training programs.

This request for public tender is launched to support Output 3 of the QuA-VET project which aims to pilot modularised and practise-oriented vocational training education and training courses in cooperation with the DGVTE in public TVET schools and institutes in Lebanon, targeting the sector of maintenance of manufacturing machine (BT level).

Objective       

This request for public tender is intended to identify a supplier who can provide and deliver to the specified delivery locations, the following described PPE, equipment, tools, and consumables within the set delivery date.

The goods are divided into 3 Lots:

  • Lot 1: PPE and workshop furniture mainly
  • Lot 2: mechanical and technical equipment for workshop mainly
  • Lot 3: Household and cleaning equipment for workshop mainly

In each lot, products are classified A or B:

Prior to all goods delivery, the supplier is required to split the goods in 10 different batches for part A and 5 different batches for part B, i. e. each item is to be divided by 10 or 5 and delivered in one of the 10 or 5 designated schools. (For example: item 144 out of 10 pitchers, 2 will be delivered in each school). QuA-VET team will inspect, approve, and advise in case of needed modifications. Each batch of goods will be delivered to the following locations:

  • Arsal Technical Institute (Part A & B): Delivery four (4) weeks after the contract signature
  • Zgharta Technical Institute (Part A & B): Delivery four (4) weeks after contract signature
  • Al Hermel Technical Institute (Part A & B): Delivery five (5) weeks after the contract signature
  • Zahle Technical Institute (Part A & B): Delivery six (6) weeks after contract signature
  • Riyak Technical Institute (Part A & B): Delivery seven (7) weeks after contract signature
  • Bekaa Industrial Institute (Part A only): Delivery eight (8) weeks after contract signature
  • Al Zarariya and Syr Technical Institute (Part A only): Delivery five (5) weeks after contract signature
  • Nabatiyeh Technical Institute (Part A only): Delivery six (6) weeks after contract signature
  • Chehim Technical Institute (Part A only): Delivery seven (7) weeks after contract signature
  • Saida Technical Institute (Part A only): Delivery eight (8) weeks after contract signature

The products will be delivered within the above-mentioned time frame and in coordination with the respective project members. Delivery will be done to the schools’ premises in the presence of a project member and of the school staff. Depending on the situations of the schools, delivery time may be subject to modification, the supplier will be notified at least 3 days before the day of delivery. In some cases, the delivery might change to a different school depending on the availability of the school staff.

Delivery Terms

Delivery must be included in the offered prices according to the dates and locations stated in Chapter 2. No extra delivery price will be accepted.

Two seperate emails (one consisting of only the technical offer, and the second of the financial offer) shall be sent to the following email address:

Note: Sending your offers to any other email address or non-compliance with any of the mentioned conditions will result in rejecting your participation in this tender.

The offers shall be submitted in English language only.

The offers shall be signed & stamped.

The financial offer must be in USD only (USD) including taxes, should be valid at least for Four Months after the submission date (Please mention it in your offer).

Please state the latest delivery date possible

Please state your prices including delivery cost to the mention locations

Please quote your prices bearing in mind that a penalty of 1/2 % of the total purchase order sum will be deducted on each delayed week calculated from the due date of delivery.

You shall not be reimbursed for your submitted offers.

Technical and Financial offers/Proposals (in two Separate Emails),

Technical Offer/Proposal which consists of:

  • Name, brand, pictures, technical details, and certification of the products
  • Company portfolio (Company name, focal point, contact details, exact location, available product and services, old experience, year of establishment, availability of product and services)
  • Official registration document
  • Ministry of finance registration document
  • Certification for the goods where specified
  •  General Purchase Conditions signed and stamped

  •  

     Self-declaration on EU Russia sanctions signed and stamped    

Eligibility Criteria:

  • The supplier must have an official registration in Lebanon (minimum requirement)
  • The supplier should be ISO certified (preferred requirement)
  • The supplier should be able to provide a 1-year warranty on the tools and equipment after delivery (minimum requirement)
  • The supplier should be able to understand our procurement process (minimum requirement)      

Financial Offer, which should consist of:

- Financial Offer/Proposal in USD with Taxes/VAT and Registration  

- Financial Offer/Proposal includes the date and the company’s sales tax number

All documents must be submitted in English. Handwritten translation is allowed.

All bidders who fail to submit the mentioned documents will be disqualified.
