The International Centre for Migration Policy Development (ICMPD) is an international organisation tasked with promoting innovative, comprehensive and sustainable migration policies. Project background

Improving Migration Data Management Capacities of National Institutions in Lebanon 2022 – 2023 is a project funded by the Danish Ministry of Foreign Affairs and implemented by the International Centre for Migration Policy Development (ICMPD). The project’s Overall objective is to contribute to improved migration data handling capacities of the Ministry of Foreign Affairs by preparing technical and operational expansions, while ensuring interim functionality in accordance with expected standards.

In view of achieving this, the project has in particular the following specific objectives:

  • Enhance the capabilities of the Ministry of Foreign Affairs and Emigrants (MoFA) for archiving and processing migration-related files.
  • Setting up the foundation for establishing and rolling out an archiving system in the MoFA.

In summary, the project aims to improve the migration management capacities of relevant institutions in Lebanon by drawing on the successful implementation and results achieved from the previous Danish grant to ICMPD’s activities in Lebanon. In this sense, ICMPD is looking to hire an IT Consultant to support addressing the immediate IT equipment needs.

Objective

The Expert shall assess the current IT infrastructure at the Ministry of Foreign Affairs, draft technical specifications for immediate and urgent H&S needs and to be part of the Procurement Process that will be done by ICMPD.

Tasks

With the purpose of procuring small equipment to address immediate gaps/needs at MoFA, the expert will carry out the following tasks:

  • Activity 1: Review the current state of the IT infrastructure in MoFA– Beirut, Lebanon.
  • Activity 2:  Draft recommendations and technical specifications for the immediate and urgent Software and Hardware procurement for MoFA– Beirut, Lebanon.
  • Activity 3: Prepare recommendations for relevant products and services integration with the current existing IT System in MoFA – Beirut, Lebanon.
  • Activity 4: Conduct a Market Research and Market Outreach for Procurement.
  • Activity 5: Monitor the Installation and Testing of installed Equipment.

Deliverables

The IT Expert is expected to provide the following deliverables:

  • Provide an assessment report with concrete suggestions for urgent technical procurement needs required at the MoFA.
  • Draft technical specification with market research and cost estimation.
  • Participate and assist (expert support) in the decision of the tender opening committee.
  • Report on the installation process.
  • Provide a final report with the provisional acceptance documentation. 
  • Any other technical document required in the tender and installation process (as, for example, a motivation for derogation, draft of the testing protocol, etc.)

The final deliverables must be submitted no later than 30 December 2022.

Maximum number of working days: 20

Reporting linesOn a weekly basis, the expert will report to Mrs. Patricia Beyrouthy  who will be in charge of the overall supervision both in terms of administrative and content issues, and who will provide input and comments on deliverables as needed.Qualifications and Experience

  • Technical/IT related University degree or equivalent professional experience.
  • Strong communication skills and previous experience of working in a multi-disciplinary and multi-national team.
  • Fluency in English and Arabic, with strong drafting skills.
  • Specific professional experience.
  • At least 5 years of professional experience on communication and information management systems.
  • Significant experience and knowledge of IT Hardware and Software.
  • Previous working experience in conducting and drafting technical needs analysis and evaluations with special focus on ICT needs.
  • Previous experience working with Governmental agencies is an asset.

Fees for the assignment are paid upon satisfactory delivery of services, in line with the payment schedule stated in the contract and upon submission of required documentation.
