MEAL Officer for Mobile Medical Unity (MMU)

Under the responsibility of the Program Coordinator, the Monitoring, Evaluation, Accountability and Learning (MEAL) Officer will be responsible for developing the logical framework of the MMU project and oversee the quality of its implementation throughout the project cycle. Other significant duties for this position will include reinforcing alpha’s strategic MEAL capacities beyond the MMU project itself and actively support the development of project reports.   

The MMU project being a cross border project, the MEAL Officer position will be based in Beirut.

In direct cooperation with: Project manager, PT referent, PSS referent

• Develop the logical framework of the MMU project (define the project objectives, results, outcomes, activities, indicators, sources of verification, risks and assumptions) and build relevant project staff’s capacities on its logic and implementation.
• Create the project Indicator Performance Tracking Tables (IPTT) and oversee the monitoring of the project progress and performance over the course of project implementation;
• Develop the appropriate tools and guidelines for project data collection and interpretation and train relevant internal and external staff (ex: enumerators/evaluators) in their proper use;
• Collect and analyze data on a weekly/monthly basis depending on project requirements, while ensuring data accuracy and reliability
• Support in developing or develop a database for the projects’ beneficiaries
• Record, manage and preserve monitoring and evaluation data in a safe and accessible way
• Design and establish accountability mechanisms in the project field locations and ensure beneficiaries’ complaints and feedback are recorded in an official database and that their issuers receive appropriate and timely responses;
• Inform the project reports by actively participating in their drafting;
• Build alpha’s knowledge management system to ensure the documentation, dissemination, and appropriation of operational and programmatic lessons learned and best practices;
• Monitor alpha’s integration of crosscutting issues such as gender, conflict-sensitivity, environmental defense, protection, Triple-Nexus and do-no-harm;
• Contribute to the MEAL sections of alpha’s new project proposals for submission to potential donors;
• Coordinate and communicate with relevant stakeholders (others NGOs; UN clusters; donors; local authorities) on MEAL results and recommendations as and when required.

• Education: Bachelor’s degree in a field related to project management, international development and/or social sciences.
• Experience required: 5 years at least working in an NGO’s MEAL Department.
• Languages: Arabic, English fluently, French would be an asset.
• Administrative skills: analyzing, synthetizing and reporting skills; ability to transfer knowledge/build capacities of various audiences; mastery of key data software; good knowledge in sampling methods and assessment/research methodologies (both quantitative and qualitative).
• Personal qualities & soft skills:  Able to cope with an important workload, proactivity and flexibility, diplomacy and interpersonal skills.
