Senior Expert

Background

TERRE Liban is currently implementing a Grant project funded by the EU entitled “Conservation of Environmentally Sensitive National Areas in Lebanon (CESNA-LB). 
This project of 24 months’ duration aims to provide affordable, economic, practical, and easy-flying tools and instruments that could fill a variety of roles in the conservation of biodiversity and environmentally sensitive areas in Lebanon. It is articulated around three main components: 

Component 1: Characterization of ESA. 
Component 2: Policy and Legal.
Component 3: Monitoring of environmental risks and violations. 

Scope of Work 

T.E.R.R.E.Liban is seeking to recruit the services of a Senior Expert to support the Project Coordinator and the team in achieving the objectives of the grant incompliance with EU rules and regulations. This will be achieved through the provision of support during the entire duration of the project.

General tasks

The tasks shall be performed in close cooperation with the Project Coordinator and in compliance with EU rules and regulations to achieve the following deliverables:

• • Support the inception phase: 

Activities include but are not limited to: develop detailed activity and resource schedule for the three Components, update the Log Frame Matrix if needed.

• • Support project implementation:

Activities include but are not limited to: assist in project reporting, prepare grant contract modifications, support communication with all stakeholders (including the EU), support the contracting of the auditor, attend project meetings.

• • Support project closure.

Qualification required

The Consultant should possess the following minimum qualifications: 

I- Academic Qualifications: 

Master of Sciences in agriculture sciences, environmental sciences, biodiversity conservation, or other related field.

II- Years of Experience: 

1. A minimum of eight years' experience in any of the above mentioned fields.
2. A minimum of 15 years' experience with development cooperation project; in the Middle East, North Africa, or GCC. Asset: Lebanon
3.  A minimum of 10 years ‘experience in managing projects funded by the EU. 

III- Competencies: 

1. High proficiency in Arabic and English languages; French is an asset
2. Demonstrated hands-on experience with project planning and budgeting. 
3. Demonstrated hands-on experience with organizational development in the non-profit sector; Asset: experience with civil society organizations.
4. Excellent interpersonal and communication skills as well as ability to establish and maintain good relationship with stakeholders; 
5. Ability to meet deadlines and prioritize multiple tasks.

Duration of contract 

24 months on a part time basis.
