Introduction and Background

Building Resilient and Vibrant Environments (BRAVE) is a one-year project implemented by ARCPA/ AL-JANA with funding from UNICEF. BRAVE operates across Lebanon, including Palestinian refugee camps and gatherings, providing holistic interventions targeting Palestinian children, adolescents, youth, caregivers, and the wider community suffering from marginalization irrespective of where they reside across Lebanon. Through this project, the Youth Support programme, in which ARCPA seeks partnership, includes life skills training; training on digital skills; support for youth-led initiatives; vocational training; training on media content creation; support for small businesses; securing and supporting the opportunities of the internship.

To help it expand its reach, ARCPA is seeking to partner with eligible and interested NGOs to implement activities across the different Palestinian camps and gatherings in Lebanon under the Youth Support programme. مقدمة المشروع وخلفيته

بناء بيئات مرنة ونابضة بالحياة هو من اهداف مشروع نبض بريف /BRAVE  الذي ينفذه مركز المعلومات العربي للفنون الشعبية /الجنى وبتمويل من منظمة اليونيسف. يتم تنفيذ هذا المشروع  في جميع أنحاء لبنان، بما في ذلك مخيمات وتجمعات اللاجئين الفلسطينيين، ويقدم تدخلات شاملة تستهدف الأطفال والمراهقين والشباب والشابات الفلسطينيين ومقدمي الرعاية، ومختلف أفراد المجتمع الذين يعانون من التهميش بغض النظر عن مكان إقامتهم. يتضمن برنامج الشباب والشابات الخاص بمشروع نبض بريف: التدريب على المهارات الحياتية؛ التدريب على المهارات الرقمية؛ دعم المبادرات التي يقودها الشباب؛ تدريب مهني؛ التدريب على إنشاء محتوى وسائط الميديا؛ دعم المشاريع الصغيرة؛ تأمين ودعم فرص التدريب الوظيفي.

من خلال المشروع، وضمن اطار برنامج الشباب، يسعى مركز الجني إلى عقد الشراكات مع منظمات غير حكومية على أن تكون مؤهلة ومهتمة لتنفيذ أنشطة في المخيمات والتجمعات الفلسطينية في لبنان.

Eligible applicants must:

1. Be legally registered with a valid bank account under the name of the organization (Please, attach the registration papers and the bank account details)
2. Have an annual budget of more than 75,000 USD (Please, attach the supporting documents)
3. Be a youth-oriented organization or have at least 2 years of experience working with youth
4. Have at least one center in a Palestinian refugee camp or major gathering.
5. Have a thorough knowledge of the beneficiaries and the local community and has a network of partners and local networks

Kindly note that:

• The grant offered per NGO is not more than $60,000.
• The duration of the submitted project should be for 9 months (January – September 2022), with the possibility of extension.
• The NGO must participate with the amount of 15% as a contribution from the total value of the proposed project.

Interested NGOs can apply to one or more activities as shown under the Project’s Purpose and Activities section.

تتطلب الشراكة من الجمعيات و/أو المنظمات الاهلية:

• أن تكون مسجلة قانونياً ولديها حساب مصرفي صالح باسم المؤسسة/المنظمة (يرجى إرفاق أوراق التسجيل وافادة الهيئة الإدارية بالإضافة الى تفاصيل الحساب المصرفي)
• أن يكون لديها ميزانية سنوية تزيد عن 75000 دولار أمريكي (يرجى إرفاق المستندات الداعمة).
• أن تكون منظمة موجهة للشباب أو لديها خبرة لا تقل عن سنتين في العمل مع الشباب.
• أن يكون لديها مركز واحد على الأقل في المخيمات او التجمعات الفلسطينية.
• أن يكون لديها معرفة شاملة بالمستفيدين والمجتمع المحلي ولديها شبكة من الشركاء والشبكات المحلية.
• ان تشارك المؤسسة/الجمعية بقيمة 15٪ كدعم من القيمة الاجمالية للمشروع المقترح.

ملاحظة مهمة:

• لا تزيد المنحة المقدمة لكل منظمة غير حكومية عن 60,000 دولار أمريكي.
• مدة المشروع المقترح يجب أن تكون 9 أشهر (كانون الثاني - ايلول 2022) مع إمكانية التمديد.

يمكن للمؤسسات او للمنظمات غير الحكومية المهتمة التقدم إلى نشاط واحد أو أكثر.

Project’s Purpose and Activities

As designed, the project focuses on behavioral changes to promote the livelihood and wellbeing of marginalized communities and ensure a more sustainable impact. It aims to ensure that Palestinian youth, including young people with disabilities, have increased access to skills for learning, personal empowerment, and employability programs through the implementation of the following interventions in collaboration with ARCPA/AL Jana:

• Outreach for youth and adolescents to engage them in BRAVE project 
• Providing male and female youth with capacity building on Life Skills, entrepreneurship skills, and financial literacy with a focus on employability enhancement. (Targeting almost 200 to 300 youth per grant).
• Providing interactive transferable skills through technology-based workshops such as robotics, app development, web development, media, and content creation, online marketing and/or coding, and the internet of things. (Targeting almost 40 youth per grant).
• Providing vocational training to youth in fields that require hands-on skills such as, but not limited to, maintenance of mobile phones, handicrafts, recycling, urban and organic agriculture, photography, and technology-based training among others. (Targeting almost 4 workshops per grant).
• Provide opportunities for internships for youth and adolescents. (5 youth per governance).
• Supporting the implementation of youth initiatives with a focus on employability. (Targeting almost 7 to 10 initiatives per grant).
• Supporting youth/ small businesses with kits that they can use to either start up their own business or boost/ upgrade their existing one. (Targeting almost 3 to 5 businesses per grant).

أنشطة المشروع وأهدافه:

يركز مشروع نبض بريف على التغييرات السلوكية لتعزيز سبل العيش وضمان تأثير أكثر استدامة للمجتمعات المهمشة وخاصة في المخيمات والتجمعات الفلسطينية. يهدف المشروع إلى ضمان تعزيز مهارات التعلم والتمكين الشخصي وبرامج التوظيف للشباب الفلسطيني، بما في ذلك ذوي الحاجات الخاصة، من خلال تنفيذ التدخلات التالية:

1.1 التواصل مع الشباب والمراهقين لإشراكهم في مشروع نبض بريف/  BRAVE

1.2 تعزيز مهارات الشباب عبر بناء القدرات في مجال المهارات الحياتية ومهارات ريادة الأعمال مع التركيز على تعزيز فرص التوظيف. (الوصول إلى حوالي 200 إلى 300 شاب  من خلال كل منحة).

1.3 تعزيز وتدريب على المهارات التفاعلية القابلة للنقل من خلال ورش العمل القائمة على التكنولوجيا مثل الروبوتات، وصناعة التطبيقات الذكية، وإنشاء المواقع الالكترونية، وإنشاء محتوى اعلامي، والتسويق عبر الإنترنت و / أو البرمجة وإنترنت الأشياء(IOT) . (الوصول إلى  حوالي 40 شابًا من خلال كل منحة).

1.4 توفير التدريب المهني للشباب في المجالات التي تتطلب مهارات عملية. على سبيل المثال لا الحصر، صيانة الهواتف الذكية، والحرف اليدوية، وإعادة التدوير، والزراعة العضوية، والتصوير، وغيرها. (تنفيذ حوالي 4 ورش عمل لكل منحة).

1.5 توفير فرص للتدريب الوظيفي (internships) للشباب والمراهقين. (الوصول إلى حوالي 5 شباب لكل محافظة من محافظات لبنان).

1.6 دعم تنفيذ مبادرات الشباب مع التركيز على مبادرات التوظيف. (دعم حوالي 7 إلى 10 مبادرات من خلال كل منحة).

1.7 دعم الشباب - عبر المشاريع الصغيرة - بمجموعة من الأدوات او المعدات التي تمكنهم من استخدامها للبدء او لتطوير أعمالهم الخاصة أو لتعزيز وتنمية أعمالهم الحالية. (تستهدف ما يقرب من 3 إلى 5 مشاريع  من خلال كل منحة).

TECHNICAL PROPOSAL REQUIREMENTS

The Technical Proposal must include the following information:

• Brief identification and purpose of the organization [Organization’s mission and vision].
• Organization background and area(s) of expertise [Current programs, projects, activities, main target group]
• Organization’s core team [Who will be involved in this project, indicating title, background, and experience. Please provide the CVs of the main staff members who will be involved in this project]
• Activity description with implementation mechanisms [provide a clear description of the activity/ activities that you choose to implement along with the implementation mechanisms]
• Action plan
• Budget

Existing cooperation agreements that ensure the provided vocational training is certified shall be considered as a plus.

المتطلبات:

يجب أن يتضمن الاقتراح التقني المعلومات التالية :

• تعريف موجز بالمنظمة/ المؤسسة وهدفها [رسالة المنظمة ورؤيتها].
• خلفية المنظمة ومجال (مجالات) الخبرة فيها [البرامج الحالية، والمشاريع، والأنشطة، والفئة المستهدفة الرئيسية]

يشجع المشروع على العمل على اتفاقيات التعاون القائمة مع معهد تدريب مهني لتضمن اعطاء افادة بالتدريب المهني ومصدقة من وزارة التربية للتعليم العالي بمثابة ميزة إضافية هامة جدا.

يجب أن يتضمن العرض المالي المعلومات التالية:

• توزيع تفصيلي للميزانية حسب النموذج المرفق.

ASSESSMENT

The technical offer will be studied first. The contract will be given to the most qualified bidder. More than one bidder will be selected with the aim of covering all activities and all areas.

سيتم دراسة الجانب التقني من الطلب أولاً. والتواصل مع المتقدمين المؤهلين. وبناء على النتائج سوف يتم اختيار أكثر من منظمة/ جمعية مؤهلة بهدف تغطية خمس مناطق في المجالات التي ذكرت اعلاه.
