Technical Advisor_ Civil Engineer
Local Development Programme for Deprived Urban Areas in North Lebanon (UDP_NL)

1. Required qualifications, competences and experience

Qualifications:

• University Degree/Masters/MSc in Civil Engineering with special focus on construction and rehabilitation of urban infrastructure and public facilities or similar qualification.

Professional experience:

• Minimum 5 years of professional experience as engineer in building construction and equipment for new building but also for rehabilitation of existing buildings and in urban infrastructure projects in Lebanon with very good experience in site supervision (local experience in North Lebanon is of added advantage).
• Very good practical experience and knowledge in Lebanese and international construction standards, regulations, laws and procedures.
• Good experiences in working with public administration and relevant authorities (e.g. Municipalities, Universities, Order of Engineers and Architects) and familiarity with construction related approval procedures and clearances.
• Profound knowledge of all relevant process steps within the framework of construction projects starting from the first project idea to contracting consultants until execution and handing over.
• Very good experience in planning, supervising and implementation of construction projects.
• Good knowledge of national construction market and construction costs.
• Experience in international cooperation projects is of added advantage.

Other knowledge, additional competences:

• Fluent spoken and written skills in English & Arabic
• Ability and willingness to work as part of a multi-cultural team and showing very good teamwork skills
• Excellent verbal communication and reporting skills (working and reporting language is English)
• Excellent working knowledge of IT technologies (construction management software, computer engineering design software) and office computer applications (e.g. email, internet, MS Office)
• Customer and service-oriented attitude
• Ability to work as goal-oriented and timely manner
• Excellent intercultural and interpersonal skills and ability to interact with partners at various levels
• Ability to work under pressure with high attentiveness
• Lebanese driving licence and at least 5 years’ practical experience.

1. Responsibilities

The position holder is responsible for:

• Support the programme implementation in the field of construction and rehabilitation of infrastructure, and other technical interventions contributing to the achievement of the results of the programme.
• Support the preparation of contract for engineering and architect services (e.g. preparation of technical specifications, ToRs, cost estimation etc.)
• Support in steering and monitoring contracted engineers and architects in planning and tendering of construction measures.
• Site supervision of ongoing construction activities and support in steering and monitoring the implementation of construction measures planning and
• Coordination and monitoring of timely implementation of related processes and activities.
• Professional documenting all relevant processes and filing of all relevant documents related to the planning and implementation.
• Participating in meetings and preparing minutes of meetings.
• Controlling costs, assuring quality and affirmation with regulated processes and applicable regulations for construction projects.
• Coordination of construction related activities with the other organisational modules of the project.
• Reporting and coordinating with the Module Coordinator and Project Manager on status and details of projects implementation and field work.
• Ensuring a “Do-no-harm” approach in all implementing activities.

1. Tasks

In this context, the position holder fulfils the following tasks:

Supporting steering and monitoring of project implementation:

• Supports design and execution of projects in the field of construction and rehabilitation of infrastructure.
• Supports, controls and monitors local consultants, architects or engineers who are commissioned with planning, tendering and site supervision.
• Undertakes third party construction supervision and quality monitoring of the ongoing construction works as well as checking invoices issued by the contractors.
• Assessment of all infrastructure related documents e.g. planning reports, drawings, tender documents, bill of quantities etc.
• Supports in resolving design and development problems and undertaking construction supervision.
• Communicates and coordinates with all parties and stakeholders involved in planning and implementation of infrastructure projects (e.g. consultants /architects or engineers, local construction companies, local authorities, owner).
• Reports to GIZ office on monitoring results in coordination with module 2 team leader.
• Prepares appropriate input for various project and programme reports and documentations (project presentation, fact sheets, annual programme reports etc.) and contributes to other reports required by the programme.

Other duties/additional tasks:

• Coordinates and cooperates actively and effectively with colleagues and the administrative division within GIZ.
• Represents the interests and always acts on behalf of GIZ
• Conducts other relevant tasks upon the requests of the direct superior.
• Performs other duties and tasks at the request of the Module Team Leader and the Programme Director

Description of the programme: The overall objective of the Local Development Programme for Deprived Urban Areas in North Lebanon (UDP-NL) is to contribute to political stability in the region through addressing critical issues to stability and conflict prevention, more inclusive economic development and social cohesion. The main target groups are vulnerable youth and woman.

The programme is focusing on the following three results:

1. Increased livelihoods of the youth and the woman of the targeted communities.
2. Improved urban environment.
3. Greater openness of the youth and children of the various communities to each other.

The results are reflected in the three organisational modules of the programme:

Module 1 is to promote the income generation capacities of youth woman and other vulnerable groups by providing assistance to the development of Micro, Small and Medium Enterprises, strengthening the local economic development supporting skills development and providing access to short term income opportunities.

Module 2 is to implement the interventions targeting the improvement of the urban environment through investments in the construction and rehabilitation of urban infrastructure.

Module 3 targets social cohesion by promoting inter-community relations between the youth of the different communities.
