Completion of Base Line Study in Baalbek Hermel (Agriculture, Social Stability)

Welthungerhilfe (WHH) is coordinating the three-year Programme, funded by the German Ministry for Development and Economic Cooperation (BMZ). The purpose of the Programme is to promote synergies between population groups affected by the Syrian crisis in order to increase the profitability of vegetable and fruit value chains, create jobs and reduce social tensions in Baalbek-Hermel Governorate, Lebanon
Welthungerhilfe is the Lead Organization for this project being implemented with LOST in Baalbek-Hermel.

The collection of data has already started, however, Welthungerhilfe requests support in writing a comprehensive Base Line Study Report, collecting data that are still missing, as well as adding more relevant information.

PRODUCTS

Base Line Analysis of farming house-holds’ situation in production and marketing in Baalbek-Hermel, including use of social media and modern technologies, as well as on intercommunal dialogue and intercommunal actions.

Geographical scope

The areas under intervention are situated in Baalbek-Hermel.

Study target audiences

The study will be of interest to the following stakeholders:

- The relevant stakeholders in the target areas

- Partner organizations involved in implementation;

- The donor agencies;

- Technical staff of County government

Purpose of the service

The overall objective of this assignment is to produce a comprehensive report about the situation of farming communities in Baalbek-Hermel regarding the production and marketing and social interaction. The study should be comparable, so that after 2 years the situation can be compared and the impact of the project can be measured.

Specific Survey Objectives:

To provide analysis concerning the following indicators:

Result 1.1: Agricultural producers have increased their income

Result 1.2: Agricultural producers produce more

Result 1.3: Agricultural producers sell qualitatively improved product

Result 2.1: Market players have increased their capacities

"Result 2.2: Market players are better connected

"Result 3.1: Inter-communal dialogue has increased

"Result 3.2: Number of inter-communal cooperation has increased

Methodology:

The process would be initiated through inception meeting, desk review, data collection, synthesis and analysis. The consultant shall specifically;

1. Develop tools and an appropriate methodology for additional data collection
2. Work with the implementing partner

Deliverables

1) Base-Line-Study report in ENGLISH or FRENCH language

(3 hard and soft copies. Soft copies of analyzed data and filled data sheets/tools shall also be handed in.)

Consultant:

a) Core responsibilities of the Consultant;

The lead consultant will be expected to perform the following core responsibilities:

• Review all relevant secondary sources of data and any relevant information to the study.
• Review all necessary data collection, plans tools and advise on future studies.
• Participate in training of research assistants/data collectors, where necessary
• Conduct both quantitative and qualitative data collection using acceptable methodologies where necessary.

Develop relevant databases and provide supervision of data collection using appropriate methods and procedures to ensure accuracy and quality of data

• Present draft report for review and input.
• Develop the final report incorporating stakeholders’ feedback

b) Skill and knowledge base requirements

• Master’s Degree Economics, Agriculture, Sociology or similar
• Excellent knowledge of agricultural situation in Lebanon
• Strong analytical, research and presentation skills.
• Excellent report writing skills

Budget and schedule for study

The potential consultant is expected to submit a financial proposal in a different envelop clearly indicating the time, daily rates and schedule for the study. The schedule shall later on be agreed on together before the actual
