OVERVIEW

For the last six years, Lebanon has been at the forefront of one of the worst humanitarian crises, recognized for its protracted nature. Despite increasing economic, social, demographic, political, and security challenges, Lebanon has shown exceptional commitment, hospitality and solidarity and has welcomed around 1.5 million Syrian refugees.
Despite the concerted efforts of the Government of Lebanon (GoL), the international community and civil society to mitigate the impact of the Syrian crisis on Lebanon, undergoing response is outpacing the GoLs’ ability and capacity to provide adequate services and assistance the affected populations, both displaced and host community.
The Lebanon Crisis Response Plan (LCRP) is a joint GoL, United Nations and NGO plan that presents a strong collective vision to contribute to peace, security, stability and development for Lebanon, support the most vulnerable communities and protect the rights of all. The MoSA is mandated by the Inter- Ministerial Committee to oversee the Government’s response to the crisis in Lebanon.

JOB DESCRIPTION

Under the supervision of the LCRP General Supervisor, the Logistics & Operations Assistant’s essential functions and responsibilities include:

Process purchasing transactions for equipment, materials, supplies, capital goods, and services within purchasing authority and following the internal rules and regulations.
Deliver materials to specific places of activities when needed.
Establish and negotiate contract terms and conditions, and maintain supplier relationships
Prepare and maintain purchasing records, reports and price lists.
Assist in the development of specifications for equipment, materials, and services to be purchased.
Administer contract performance, including delivery, receipt, warranty, damages and insurance.
Comply with and maintain knowledge of applicable rules, legislation, regulations, standards, and best practices.
Insure correct filing and archiving for each purchasing transaction.
Fill payment requests in the accounting department.
Send a weekly report to logistics manager on executed tasks and anticipated tasks for the week after.
Provide management and program staff with updated information on operational project budgets, and project delivery at any time.
Proper control of the supporting payments documents and financial reports.
Process all financial transactions ensuring that they are correctly recorded and posted with the internal expenditures control system.
Maintenance of the internal expenditures control system, which ensures that vouchers processed are matched and completed; transactions are correctly recorded reported to the finance.
Maintenance of the proper filing system for finance and procurement records and supporting documents.
 Other tasks as required by the General Supervisor.

 

QUALIFICATIONS

Minimum Requirements

University Degree in Logistics, Supply Chain Management, and Business Administration or in any related field.

 Post-graduate degree will be considered as an advantage.

At least 1 year experience on the same position.

A full commitment to he MoSA’s core values.

Strong verbal and written communication skills in English and Arabic.

Proficiency in the use of MS Office: Word, Excel, Outlook, and PowerPoint.

Ability to cope and work under pressure.

Excellent intercultural, teamwork and interpersonal skills.

Demonstrated leadership skills.

Proven experience of successfully managing a team.

Demonstrate an ethic and professional practice.

Respect beneficiary confidentiality.
