MAJOR RESPONSIBILITIES:

Strategy

Ensure the CP&A Technical Program is implemented in alignment with strategy.

Ensure that 80% of all internal WV funds are used on Core Project models

In partnership with the Sponsorship Programme Manager, lead the integration of Sponsorship into CP&A.

Use evidence and learning to influence policy formulation and system reform

Positioning WV as a reputable organisation in child protection in Lebanon

The Technical Programs is in place, implemented (using approved project models), and updated as per strategy revision terms.

WVL is in alignment with WV Standards

WVL has a TP that fully integrates Sponsorship business processes

Support Implementation, monitoring and reporting

Provide technical supervision to field protection staff including coaching, sharing resources and materials, revision of reports, analyzing lessons, etc.

Conduct field spot checks on bi-monthly basis to monitor progress of projects and discuss challenges with field teams and to ensure field alignment to Safeguarding requirements.

Co-lead with the ELA team the development of Evidence Building Plans (EBPs) for Technical Programs and for new projects.

Develop sector measurement tools in collaboration with the ELA team. Specifically, set sectoral/technical tool questions based on accredited global tools.

Intervene, when necessary, at procurement level, to facilitate/find solutions to material purchase difficulties or delays that are affecting the program quality implementation.

Review AP annual and semiannual reports, grant progress reports and M&E reports specifically program findings and recommendations.

Develop the annual TP report that documents progress against objectives of the TP and hence the strategic objective.

Alignment of CP&A models and methodologies is applied in implementation plans to WV approved project models

Strengthened capacity of field technical staff

Programmatic lessons learned are captured and recommendations provided to project teams; CSO requirements are respected across WVL projects.

EBP’s are in place for each TP and project

Sectoral/technical tools are in place and used across aligned projects

Technical procurement standards are met

WVL projects are informed by tangible and quality technical recommendations

Progress against strategy objectives is captured

Networking and External Engagement

Engage in networking and coordination with external protection Stakeholders and partners (Child Protection Partners working group, MOSA, INGOs, National NGOs, etc.).

Participate in National workshops, training and internal WVL meetings, workshops, etc.

Coordinate with other relevant internal stakeholders at WV, whether at the Regional or Global level.

Engage with other influencers and lobby for reform

Be the broker for solutions to reverse Violent Child Discipline

Broker partnerships for the “It Takes a World Campaign”

Facilitate opportunities for field engagement in the “It Takes a World Campaign”

Established relationships and well maintained with all key Protection stakeholders.

WVL is always up to date on sector developments in the country; relevant MoUs signed with specific Ministries if needed for facilitation of work and TP implementation.

WVL Protection programs remain aligned to global models and trends

WVL is able to effectively integrate its ITAW Campaign and the CP&A TP

Proposal Development

Meet donors to preposition for new program ideas and models based on evidence.

Develop the technical/sectoral components of new proposals (development), in consultation with GAM, ELA, and Operations.

Provide input into budget of technical components within new proposals.

Provide technical input to the design, with GAM and Operations, for potential new proposals in Child Protection based on emerging vulnerabilities.

WV Lebanon current and prospective donors are aware of WV priorities, approaches and the evidence behind them.

New proposals submitted in alignment with sector standards and evidenced approaches.

Proposal budgets account for needed technical costs.

All new grants developed in alignment with Child Protection TP.

Safeguarding

Accountable for the implementation of Safeguarding Requirements in WVL (staff regular orientation, Development of the the Safeguarding policy, mainstreaming of CP in departments (Communications, Sponsorship, Procurement, External Engagement, IT, etc.)

Oversee management of CP Incidents, reporting and follow-up between national office and regional and global teams

Oversee the completion of Safeguarding Reports every six months

Ensure completion of CP Incident Reports within deadlines

Field staff and NO staff are enabled to apply CP standards, serve as watchdogs for CP standards and policy violation and report accordingly.

WVL complies to global and regional CP incident reporting deadlines with quality.

Staff Management & Capacity Building

Revise CP and other possible protection related JDs when needed and participate in the recruitment of relevant project and technical staff.

Perform team management tasks for direct report including performance management (agreement, reviews, extensions, PAFs, etc.), staff budgeting, task analysis, etc.

Specialized training/capacity building for staff who are managing or implementing CP projects. This will include understanding of systems approach to CP, priority issues within national strategy, relevant national legal frameworks, mobilizing communities and other project specific skills.

Needed protection/CP capacity is in place.

Team objectives are met

Relevant WVL staff have needed skills to implement quality protection programs; NO and field staff have good understanding of their roles and resp. when it comes to CP incidents.

Learning and Research

Participate in all Protection projects’ lessons learned events.

Participate in design and roll out of new research proposals and initiatives of WVL.

Conduct regular situational analysis of the sector and feed recommendations back to WVL for decision making on future priorities.

Technical programmatic recommendations are captured and reflected in future program revisions

Evidence of approaches is established

WVL is always up to date on sector developments in the country.

KNOWLEDGE, SKILLS AND ABILITIES:

  1. Bachelors degree in protection/ child protection related area or any other relevant area such as Social sciences, Psychology, etc.
  2. Creative and able to come up with, embrace and coordinate innovative thinking, partnership building and problem solving skills;
  3. Experience and willingness to take initiatives in the following areas: Protection principles, ICRC Code of conduct, Protection mainstreaming, PSEA, Child Protection, System Approach
  4. A familiarity and understanding of
  5. Psychosocial, child abuse and neglect issues, Advocacy on the Rights of the Child including the UN Convention of the Rights of the Child (both in national and community level.
  6. Child Development
  7. Adult Education Skills
  8. Community based psychosocial program
  9. Good analytical and writing skills;
  10. Good interpersonal skills, influencing skills and cross-cultural sensitivity;
  11. Effective in written and oral communication in English;
  12. Able to work on multifunctional tasks in the pressure of time and organizational changes;
  13. Strong computer skills including Word, Excel, PowerPoint
  14. Three to five years of technical expertise in the areas of protection and child protection
  15. Experience in capacity building processes, tools and methodologies
  16. Two years or more NGO experience in the development field
  17. Experience working in advocacy, campaigning, policy formulation and systems reform
  18. Experience in needs assessment and project design
  19. Valid driving license (in Lebanon) for more than 2 years is required
  20. Excellent written English, with fluency in speaking Arabic and English
