Under the direct supervision of the Country Director and in close coordination with the Programs Director and the Proposal Writer, the Monitoring and Evaluation (M&E) Officer will be responsible for the design, coordination and implementation of the monitoring and evaluation processes, research, and learning framework of the different programs and projects at Taawon - Lebanon. He/she will lead the monitoring and evaluation process in the organization, develop a systematic monitoring framework to improve the qualitative and quantitative evidence gathered for all Programs. He/she will also provide technical assistance to the implementing partners, particularly in relation to monitoring, reporting and evaluation issues. More specifically the M&E Officer will:

  • Prepare a vision and strategic plan for monitoring and evaluation of projects/programs supported by the organization  
  • Develop the overall framework for the M&E for the different projects including regular project review, impact assessment, and final evaluation; develop Performance Monitoring Plan with relevant data collection systems for the projects under implementation.
  • Support program team, management and Proposal Writer in the formulation of baseline measure and targets, establishing log frames, and M&E work plans during the drafting of donor project proposals as well as throughout project implementation.
  • Revise the log frame matrix of all projects implemented by partners (under the GIA), particularly in the areas of performance indicators and their measurement;
  • Revise the development and/or finalization of the project Work Plan and keep it updated in accordance with project activities and timeframes as relevant.
  • Work with program staff to develop and standardize data collection forms for monitoring their projects and programs. Train program staff on M&E tools, data collection and analysis, as well as basic surveying and sampling techniques.
  • Oversee and support collection, aggregation and analysis of data, in order to meet all relevant reporting requirements and to measure impact of interventions as well achievement against the performance indicators and logframe
  • Maintain and administer an M&E database; analyze and aggregate findings.
  • Support the management and the reporting officer in drafting and reviewing donor reports to ensure high quality reports are submitted on time for relevant grant/program. Ensure that donor data queries are addressed in an accurate and timely manner.
  • Conduct regular visits to project sites to carry out process monitoring and to ensure the quality and accuracy of data collected; as well as gather feedback from the beneficiary community about the implemented projects.
  • Identify and document lessons learned and best practices and develop case studies to capture qualitative outputs of the project(s). Provide advice on improving project(s) performance using M&E findings.
  • Identify strengths and weaknesses in existing data collection and tools and propose solutions.
  • Keep abreast of developments in grant/program changes and progress in order to advise and recommend tools and strategies to increase program performances and results and suggest ways to facilitate data collection and the flow of data within program team.
  • Produce reports on M&E findings and prepare presentations based on M&E data as required
  • Liaise with the different concerned team members in the office and with partners as well as colleagues at HQ mainly the Knowledge Management team.
  • Perform other duties as may be assigned by the Country Director.

 

Qualifications

  • Bachelor’s Degree in Administration, Information Management, Project Management, Finance or other relevant academic background; Master’s Degree is desirable
  • A minimum of 5 years of relevant work experience, out of which 3 years of monitoring and evaluation experience
  • Experience in strategic planning and performance measurement, including indicator selection, target setting, reporting, database management, and developing M&E and performance monitoring plans
  • Knowledge of the major evaluation methodologies (e.g. qualitative, quantitative, mixed-method, and impact) and data collection and analysis methodologies
  • Experience working with a non-governmental organization
  • Good level of proficiency in Windows, Excel and quantitative analysis systems
  • Proficiency in both English and Arabic both oral and written; capacity to produce high-quality briefs and reports in both languages
