Background

Taawon (Welfare Association) is an independent non-profit organization established in 1983 by a group of Palestinian business and intellectual figures to provide development and humanitarian assistance to Palestinians in the West Bank, Jerusalem, the Gaza Strip, 1948 Areas, and the Palestinian communities in Lebanon.

 

Taawon aims to contribute to furthering the progress of the Palestinians, preserving their heritage and identity, supporting their culture and building civil society. Taawon is strongly rooted in the local Palestinian community in Lebanon, making it both a trusted partner and well-placed to respond to the community’s needs. In partnership with local NGOs, we implement projects in five sectors: education, health, community development, arts & culture, and emergency relief and touch the lives of 100,000 Palestinian refugees in Lebanon on yearly basis.

 

The Culture Program of Taawon

Taawon helps Palestinian refugees in Lebanon preserve and celebrate their heritage through various projects and initiatives under the following axis:

  • Supporting a network of eight public libraries in the Palestinian refugee camps, enabling all members of society access information and resources; as well as participate in regular cultural activities such as live music sessions, story-telling, cinema screenings, creative writing workshops and much more. 
  • Supporting a music program through providing access to music education and learning for the Palestinian youth and children.  Music is more than a recreational gateway, it is a tool for protection and empowerment.
  • Encourage the production and dissemination of a variety cultural events and productions.  The aim is to promote the Palestinian cause, heritage and memory, improve access of Palestinian refugees to cultural and artistic events while at the same time help build capacity and provide opportunity of talented Palestinians.

 

Scope of Work

Under the overall supervision of the Lebanon Country Director and the direct supervision of the Programs Manager, the Program Coordinator will be responsible for the overall management of the Culture Program within Taawon – Lebanon, more specifically he/she will undertake the following:

 

  1. Undertake the overall remit of ensuring timely and quality achievement of the Program’s objectives, outputs and deliverables.
  2. Coordinate and oversee all activities relating to the culture program including responsibility for day-to-day planning, implementation, monitoring and evaluation of the different projects, activities and initiatives.
  3. Coordinate all program-related activities with the concerned partners.  Conduct regular field visits to the different camps and sites to ensure proper implementation of stipulated activities.  
  4. Ensure compliance of project’s implementation with the donor’s requirements and with Taawon’s rules, regulations and procedures.
  5. Prepare all necessary documentations and paper work required for the smooth operation of the program activities (this include Agreements, matrix of offers, TORs for consultants, notes to the file, etc.). Review and audit the procurement procedures for goods and services under the program and ensure compliance Taawon’s financial policies and procedures
  6. Contribute to the preparation of project budgets and financial reports.  Ensure that all program related expenditures are in conformity with budgets and with rules and regulations.  Make all necessary payment orders relevant to the program (both electronically and on paper).
  7. Draft periodic progress reports and contribute to the overall reporting of Taawon.  Provide clear, precise and attractive reporting on the activities under the culture program.  Provide solid and convincing success stories, facts and different communication material to positively promote the activities under the culture program.
  8. Contribute to the fundraising efforts related.  Provide insights, information and relevant support in the preparation for new projects.
  9. Contribute to the different research and knowledge management relevant to the program.  Assist and support the different research assignments including needs assessment, evaluations and other similar studies.
  10. Coordinate with the other Program Coordinators within Taawon for any synergies and possible complementarity between the culture program and other programs within Taawon (education, youth empowerment, etc.).
  11. Organize relevant events, workshops, seminars, field visits and conferences.
  12. Undertake other tasks assigned by the Programs Manager or the Lebanon Country Director for Taawon.

 

Required Qualifications and Competencies

    • A minimum of bachelor’s degree in arts, social studies, or related field
    • Five to seven years of experience; at least three years in the field of culture and civil society
    • Good knowledge of the Palestinian context and ability to go into the camps
    • Excellent command of Arabic and English both spoken and written
    • Excellent report writing and analytical skills
    • Strong inter-personal and communication skills with demonstrated positive attitude
    • Ability to work independently and within a team of different backgrounds
    • Efficient, detailed oriented and able to manage multi tasks effectively
    • Computer literate
