UPEL is seeking a dynamic project coordinator to lead the capacity building partnership between Upel and the International Rescue Committee (IRC). The project coordinator will be responsible for the overall implementation of the project. The project coordinator will play a critical role in supervising the case management teams in the 5 regions of Lebanon.  S/he will also be responsible for ensuring the implementation of a pilot program between UPEL and the International Rescue Committee by- ensuring all relevant documentation processes and procedures are in place, ensure regular coordination with UPEL Offices, the Office of the General Prosecutors, Juvenile Judges and the Internal Security Forces (ISF). The Child Protection Project coordination will be responsible for the oversight of quality service provision and ensure that the best interests of the child are advocated for at a National and field level through program implementation. The Project coordination will be responsible for drafting reports, overseeing databases and ensuring that documentation of challenges and opportunities for project development are proactively communicated to UPEL and IRC. The coordinator will report to UPELs Office Director and IRCs Case Management Technical Advisor and Senior Capacity Building Program Manager  .

 

RESPONSIBILITIES:

Supervise and manage the performance of the case management teams in the 6 regions in Lebanon and ensure that the teams are adhering to the child protection minimum standards and the National Standard Operating procedures;

Ensure that the teams are applying protection/case management guiding principles in addition to the child safe guarding policies;

Provide technical support to the case management teams in the 6 regions in the delivery of the CM activities as per project proposal and budget

In collaboration with the IRC, ensure that procurement plans are up to date and materials are delivered to the case management teams in the 6 regions in a timely manner with all documemtation provided;

In collaboration with the IRC Case Management technical advisor & Senior Program Capacity Buidling Manager, develop and maintain the internal case management system of UPEL including the M&E system;

In collaboration with IRC counterparts, review HR, administrative, procurement and finance policies of UPEL;

Ensure weekly/ monthly activity plans and reports are in place in all 6 regions,

Conduct monthly monitoring visits to all UPEL offices and provide relevant support;

Ensure weekly case management review meetings are being conducted in all 6 regions;

Ensure the documentation of all requested court appointments are shared in a timely manner with the relevant teams;

Conduct trainings and workshops for the teams in priority capacity building areas;

Proactively identify challenges and gaps in the technical and operational needs of UPEL to identify solutions to improve systems in place;

Regular coordination with  such as  xxxx;

Ensure all teams have access to emergency shelters and that regular coordination is maintained with key interim shelters for children;

Draft and submit analytical reports of high quality in close coordination with the M & E officer and Case Management Managers;

Ensure referral pathways & service mappings are updated in all 6 regions on a regular basis;

Ensure that regular coordination meetings are held between ISF, General Prosecutors, Juvenile Judges to highlight high risk cases in need of immediate intervention, highlight challenges in the management/coordination of cases with the GP and/or JJ, receive feedback on the performance of UPEL case workers and advocate for the Best Interests of the Child XXXX ;

Ensure emergency cover schedules are in place in each office and regularly reviewed;

Maintain the case management databases of the 6 regions and provide feedback proactively;

Participate in the development of best practices and lessons learned during the period of the project implementation;

Actively participate in the trainings assigned to him/her by IRCs capacity/coaching team;

Maintain night shifts as and when required on a regular basis

 

 

Key Working Relationships:

 

Position Reports to:  UPELs Office Director and IRCs Case Management Technical Advisor and Senior Capacity Building Program Manager  

Position directly supervises:  5 Child Protection Case Management Managers

Technical reports to: IRCs Coaching/capacity building team

Indirect Reporting:  N/A

 

Staff Management and Development:

Coach, train, and mentor 5 Case Management Managers with the aim of strengthening their technical capacity, exchanging knowledge within the team and providing professional development guidance;

Supervise and mentor the case managers, including communicating clear expectations and providing regular and timely performance feedback;

Promote and monitor staff care and well-being; approve and manage all leave requests to ensure adequate coverage.

 

REQUIREMENTS:

A university degree in Social Work, or similar relevant social science degree;

 5 years professional technical experience in Case Management and/or Child Protection programming;

Strong managerial skills and experience;

Strong project planning, organizational, interpersonal, and communication skills;

Experience in supervising and providing case management services and support;

Good technical writing skills;

Previous experience managing programs financed through UNHCR, UNICEF is preferable;

Competent in Windows, MS office programs, email and database experience;

Strong written skills in Arabic and English is mandatory;

Staunch advocate of Child rights;

Commitment to principles of Alternative Care for children and the Best Interests of the Child;
