Human Resources Officer
UPEL Background:
The Union for the Protection of Juveniles in Lebanon (UPEL) was founded on the 12th of February, 1936 by Messrs. Presidents Alfred Naccache and Sami El-Solh, Professor Philippe Bianquis and Father Andre le Genissel. (Ministry of Interior receipt N.15). It was recognized of Public Utility by Decree N.9/EB dated 17-10-1939, confirmed by Decree N.169 dated 15-4-1978. It has six offices in the Palaces of Justice of the six governorates and a temporary shelter for boys.
Position Overview
The Human Resources Officer is responsible for finalizing and implementing developed personnel policies and employment practices within the organization. S/he should be able to provide a professional advisory service in relation to a broad range of human resource matters.
Responsbilites:
General:
Finalize and implement developed local HR policies and guidelines for the UPEL
Liaises with all field offices on issues related to HR and administrative services
Manage employee relations issues including resolving conflicts and helping to create solutions to employee challenges
Manage and promote employee understanding and adherence to personnel policies
Develop Filing system
Oversee and follow up attendance for UPEL staff
Handles orientation for new joiners
Handles exit process
Maintain the confidentiality of all sensitive HR information at all times
Recruitment:
Leads the standard recruiting and hiring practices and procedures necessary to recruit and hire personnel
update, and if needed further develop local HR policies and guidelines for UPEL.
Maintain tracking system of the recruitment process and compile weekly report
Performance Management
Oversee the implementation of the performance management system and staff development plans.
Ensure recruitment & hiring practices are transparent and impartial.
Performance Management:
Lead the implementation of the performance management system and staff development plans.
Monitor and advise managers and supervisors in the progressive discipline system of the organisation.
Monitor the implementation of a performance improvement process with non-performing employees.
Support the project coordinator and operations manager in ensuring all staff follow the organizations’ code of conduct and child safeguarding policy.
Job Qualifications
University Degree in management, human resources, administration or related fields.
Minimum of 3 years of generalist HR skills/experience
1-2 years of recruitment experience
Experience developing and delivering orientation
Proven and successful aptitude for employee relations
Highly organized and adept at managing and improving systems and procedures
INGO experience preferred
Strong written and oral English and Arabic communications skills
Computer proficiency in Word, Excel, PowerPoint; knowledge of salary software and HR Information systems a plus
Proven ability to plan long-term, organize priorities and work under administrative and programmatic pressures
Strong sense of personal integrity and commitment to confidentiality
