Position Overview:

UPEL is looking for dedicated and motivated Child Protection Case Management Managers who will be responsible for the daily oversight and implementation of UPEL services for vulnerable children in their relevant region, upholding the highest standards of conduct and staff management.

S/he will provide ongoing CM technical support to their team of caseworkers to ensure children in need of judicial protection or in conflict with the law receive timely and quality support. The Case Management Manager will be responsible for establishing a strong team spirit, maintain a strict documentation system and uphold principles of confidentiality and the Best Interest of the Child within the UPEL offices. The Case Management Manager will be responsible for closely supervising the implementation of M & E and Information Management systems, and will be reporting to the Project Coordinator on a weekly basis. Case Management Managers are responsible for ensuring close coordination with UPEL offices in other regions for interrelated cases, as well as with other child protection actors to ensure children are receiving the services they need. The Case Manager will spend a significant amount of time in the field, in addition to court visits, coordination meetings and office work.

 

 

 

Responsibilites:

 

Program Management:

Supervise & support UPELs child protection caseworkers to ensure their work is in the best interest of the child, high risk cases are prioritized, and all children supported by UPEL in their respective office receive timely & quality support based on their individual needs.

Ensure caseworkers’ adherence to Child Protection Minimum Standards and National Standard Operating Procedures; in addition to the Ministry of Justices (MoJ) regulations/mandate.

Provide ongoing technical guidance to caseworkers on individual cases of children, including child survivors of sexual abuse, to ensure these children receive all services necessary as quickly as possible and in a child-friendly way. This includes supporting caseworkers to faciliate child survivor’s access to timely Clinical Management of Rape (CMR) services, and advocating for children not to have to undergo testing, including forensic testing, more than once.

Conduct weekly case management review meetings, call for case conferences with partner organizations for complex cases as needed, and provide on the ground support and coaching to the case workers in the field.

Oversee strict information management & data protection protocols, ensuring the case files are adequately locked in cabinets, confidentiality is maintained and databases are secured on a weekly basis. 

Identify bottlenecks in the system, complex social norms and proactively identify target groups and actions for advocacy.

Advocate for the cases of children in conflict with the law which require protection and advocate for the opening of protection files.

Advocate and support caseworkers to advocate for alternatives to detention for children in conflict with the law.

Manage a limited number of complex and high risk cases of children in need of judicial protection and/or in conflict with the law as assigned by the Project Coordinator;

Participate in the development of best practices and lessons learned throughout program implementation.

Actively participate in trainings as guided by the Project Coordinator, support caseworkers to access training opportunities as needed and available.

Ensure referral pathways, service mappings and other relevant information for case management is shared with the caseworkers on an ongoing basis.

Maintain night shifts as and when required.

 

Coordination and Representation:

Close coordination with other UPEL offices on cases which are interrelated and/or transferred and ensure files are transferred according to established protocols and with the knowledge of the Child Protection Project Coordinator.

In coordination with the Project Coordinator ensure all teams have access to emergency shelters and that regular coordination is maintained with key interim shelters for children.

Ensure that regular coordination meetings are held between ISF, General Prosecutors, Juvenile Judges to highlight high risk cases in need of immediate intervention, highlight challenges in the management/coordination of cases with the GP and/or JJ, receive feedback on the performance of UPEL case workers and advocate for the Best Interests of the Child.

Request case conferences for high risk cases when / as needed with the caseworker and relevant other CP agencies.

Coordinate closely with MoSA social workers and refer to external services; ensure that all closed cases who would benefit from case management support through the non-judicial pathway are referred to MoSA or other CP Case Management actors in the region.

In coordination with the UPEL Project Coordinator, represent UPEL in relevant Child Protection Coordination meetings.

 

Monitoring & Reporting:

Review case management data provided by caseworkers and compile data into database. Maintain & update database at the field level in line with the organizations’ data protection protocols.

Review data collected to analyze cases of child protection and children in conflict with the law to identify trends for their respective office and areas where advocacy is needed.

Draft bi-weekly reports with up to date data and include context analysis and share with the Project Coordinator.
 

Staff Management:

Develop and regularly review emergency cover schedules for their respective office.

Develop and implement capacity building plans for each UPEL caseworkers under their supervision to ensure all staff have crucial child protection knowledge relevant for their work.

Conduct regular performance evaluations and provide feedback to staff in coordination with the Project Coordinator.

Ensure all caseworkers comply with the organizations’ Code of Conduct and Child Safeguarding Policy, and take steps to implement disciplinary measures to adress misconduct in coordination with the Project Coordinator.

 

Other:

Proactively identify and communicate challenges in program implementation, national systems and /or complex cases to the Operations Manager and UPEL President to strive for better systems in the best interest of the child.

Respect professional boundaries and ethics of case management at all times.

Other duties as assigned by the supervisor to enable and develop UPEL services.

 

Required Qualifications:

University Degree in Social Work

Minimum of 3-4 years of experience in child protection programming, preferably in child protection case management

Experience working with children is mandatory

Case management experience is mandatory

Demonstrated understanding of working with children and particularly vulnerable children

Strong advocate for children & commitment to child protection guiding principles

Experience in facilitating trainings and capacity building activities is a plus

Excellent communication skills, including child-friendly communication skills

Experience working in emergencies is a plus

Ability to handle pressure and work in a challenging environment

Computer proficiency in MS Office (Word, Excel, Powerpoint) and databases

Strong sense of personal integrity and commitment to confidentiality.

 

Language Skills:

Fluency in written and spoken Arabic and English is required.
