There are currently more than one million Syrian refugees registered with UNHCR in Lebanon, which makes Lebanon the highest refugee-hosting country per capita in the world. There are no approved camps in the country, and refugees are living in more than 1,700 locations across the country. The refugee response is led by the Government and local actors, supported by the international community.

As the designated lead agency in the refugee response, UNHCR has established a sector-based structure in Beirut and in the field. The structure brings together over 100 UN agencies, national and international NGO partners in identifying and agreeing on the strategic priorities to address the needs of Syrian refugees and other affected populations. The Lebanon national response falls under the Regional Refugee and Resilience Plan (3RP), whereby UNHCR guides the refugee response and UNDP facilitates the resilience and stabilization component.

The UNHCR operational response in Lebanon is the largest for the organization. Media attention and the frequency of influential high-profile visitors is high. The Office are located in Beirut, Zahle, Tripoli, Tyre, and Qobayat.

Mass Communication (MC) is an essential part of the UNHCR Lebanon operation. The MC Unit is working to ensure that Persons of Concern (PoC) not only have the right to participate in making decisions that affect their lives, but also receive the information they need to be protected and have access to life-saving services and support. The Unit, established in 2014, concentrate efforts to support with the gathering and production of information, the development of dissemination tools, upkeep outreach activities as well as to invest in innovation.

The Protection Assistant (mass communication) will report to the Mass Communication Officer. The incumbent will work to support the full utilization of the various communication tools: SMS, e-mail, website, Facebook, Whatsapp, and related dashboards in addition to innovation features and applications, while maintaining close connection with refugees on means, subject and ways refugees need/suggest for efficient two-way communication. Additionally, the incumbent will provide functional and administrative support to UNHCR on protection related correspondence, filing and ad hoc administrative requests.

 

Accountability (key results that will be achieved)

  • The protection of populations of concern is met through the application of International and National Law, relevant UN/UNHCR protection standards and IASC principles.
  • Protection activities are guided by the UNHCR country protection strategy.
  • The participation of persons of concern is facilitated through supporting participatory, rights and community based approaches.

 

Responsibility (process and functions undertaken to achieve results)

  • Overall management and monitoring of the current UNHCR communication tools, including the SMS, e-mail, website, Facebook, Whatsapp, and related dashboards in addition to innovation features and applications.
  • Produce and review analytics data to provide daily, weekly and monthly reports.
  • Maximize use of tools to ensure they meet the needs and expectations of the person of concerns i.e.: set objectives, target audience, requirements, testing, implementation and methodology of dissemination.
  • Ensure each tool adheres and contributes to the existing referral and feedback mechanism for systematic tracking and reporting
  • Guarantee operation of mechanical tools by ensuring completion of preventative maintenance prerequisites on production machines, motors, engines, conveyor systems, server i.e. oversee and manage social media listening tool AKA dashboard, plan for the hosting and maintenance, etc.
  • Oversee mechanical devices while in operation by testing the tools with the persons of concern.
  • Guarantee that all safe work procedures and security guidelines are adhered to in order to avoid putting at risk the persons of concerns while using and adapting the tools. i.e.: making sure know-how of the tools and ensure their personal data is not being shared or subjected to fraud.
  • Ensure the compatibility of the tools on different platforms, devices i.e. IOS and Android, tablet, laptop, desktop, mobile and different browsers i.e. google chrome, internet Explorer, Mozilla Firefox and Safari
  • Draft the user experience for the dashboard – learning machine program i.e. mapping the workflow and mechanism of each step and functionality
  • Refugees building capacity into the use of the online tools and social media.
  • Analyze data and trends gathered from the various components of the protection response framework and produce monthly countrywide analysis.
  • Compile relevant input and general information required for the production and editing of protection reports, notes and documents as needed.
  • Perform other duties as required.
