Within the context of the SDG Framework, UNICEF’s revised Strategic Plan demonstrates the organization’s strengthened commitment to the promotion of gender equality, the empowerment of women and girls, and the ‘equity for all’ agenda as key to actively advancing inclusion globally.

UNICEF’s work on gender equality and inclusion is guided by a range of global and institutional documents including the Convention on the Rights of Persons with Disabilities, the Convention on the Elimination of all Forms of Discrimination Against Women, and the UNICEF Gender Action Plan 2018-2021 (GAP). The GAP is UNICEF’s roadmap for promoting gender equality throughout its work, in alignment with the Strategic Plan, 2018-2021, and in support of its contributions to the Sustainable Development Goals, particularly SDG 5 on Gender Equality, as well as the goals on poverty, hunger, health, education, water and sanitation, inequalities and peace and justice. Globally, work on disability is structured around three main priority areas: 1) Inclusive programmes for children with disabilities; 2) leadership on the rights of children with disabilities; and 3) disability inclusive organization. Together these areas of work contribute to broader objectives of social inclusion.

How can you make a difference?

In alignment with global, regional and Lebanon specific priorities and programming, the role of the Programme Specialist (Gender and Inclusion) is primarily technical and programmatic, alongside normative advocacy and coordination roles. The Programme Specialist provides authoritative technical guidance/operational support throughout all stages of programming to facilitate the management and delivery of results contributing to gender equality and inclusion. More specifically the incumbent:

Leads and supports the development, implementation, and monitoring of high quality inclusion programming across sectors.

Supports programme colleagues and management of the Country Office to advance overall Country Programme objectives in relation to gender and inclusion.

Supports cross-sectional collaboration and coordination on key programmatic results on gender and social inclusion, ensuring coherence, maximization of synergies and efficiency in utilization of resources and delivery of results,

Works with programme colleagues and management so that gender and inclusion results (both programmatic and policy advocacy) are effectively defined, measured, and reported, and high quality assessment, research, evidence generation and evaluation on inclusion and gender programming is undertaken and utilized.

Supports the assessment and identification of gender and social inclusion needs for emergency preparedness and response, and provides gender relevant guidance and technical input on emergency programming. 

Provides support and guidance to management and operations to improve the inclusiveness of the internal office environment of the Lebanon UNICEF office.

 Management and/or advisory support to Deputy Representative, Representative, and programmatic colleagues,

Program management, monitoring and delivery of results

Innovation, knowledge management and capacity building

To qualify as an advocate for every child you will have…

An advanced University degree in the social sciences (i.e. sociology, demography, psychology, political science, social policy or economics), public health, public policy, public administration, international development, or in an area relevant to UNICEF’s sectoral work (e.g. Health, Nutrition, WASH, Education, Child Protection, Social Inclusion, HIV/AIDs, etc.)

Five years of relevant professional work experience is required.

Experience in designing, implementing, managing, and delivering results-based programmes/projects on gender and social inclusion and development or any other cross cutting programme, especially at country/field level, experience in emergency response is an asset.

Fluency in English and Arabic is required.
