Job Purpose / Main Functions:

The Cash Distribution Officer manages the conditional cash (Multi-purpose Cash Assistance Programme) portfolio under a partnership with Child Protection Team of local implementing partner. The Cash Distribution Officer will work closely with the partner organization to implement program activities.

Duties & Responsibilities / Context  (Tasks) :

Coordination:

  • Coordinate closely with the Finance Officer and Finance/Admin Coordinator, Log/Security Manager as well as M&E Department, Child Protection Programme Coordinator and partner organization staff in distribution of the cash to beneficiaries.
  • Work closely and coordinate with project staff to ensure timely and compliant program activities and expenditures; including active participation in grant opening/closing and review meetings
  • Serve as a focal person in the field for the implementing partners for the cash assistance; maintain respectful and constructive relations, and ensure regular meetings and ongoing coordination.
  • Provide technical support and guidance to partners regarding cash assistance; share relevant information and direction to improve quality and achieve timelines
  • Coordinate closely with other stakeholders who are distributing cash as well in the region

Programme Planning & Implementation:

  • Undertake weekly field monitoring visits to assess progress and identify technical quality issues and/or other implementation issues, provide solutions and implement modifications as required
  • Support the M&E Manager in the development of the M&E framework and tools related to the Cash Program component.
  • Coordinate with the M&E Manager for the organization of the M&E team field visits, by timely sharing information on ongoing activities and plans

Cash Management

  • Monitor the cash expenses and invoices
  • Maintain the petty cash system in accordance with Tdh policies and procedures.  Liaise with the Finance Officer on budget charges and payments. 
  • Ensure maintenance of the records related to all cash related documents and submission once advised, in consultation with Finance Officer, to the finance department immediately following the distributions.
  • Prepare the payment installment in consultation with all program managers and send authorization requests to the Finance Department when needed
  • Attend cash assistance distribution sessions ensuring the signatures of beneficiaries, on all requested documents.
  • Collect the records of attendance and make sure they match the ones submitted to Finance.
  • Regularly request and monitor beneficiary withdrawal reports and monitor the remaining balance on the payment, ensuring it is transferred back to Tdh account at the end of the grant.
  • Preparation and checking of bank reconciliation statements and reports of all accounts on monthly basis and ensure the filing of these reports.
  • Coordinate with the program staff to make sure that all documentation are valid and present on time in order to have the payments done on time.
  • Ensure filing of all cash authorization documents in hard and soft copy.  Ensure submission of all cash related documentation and reconciliation with finance department as needed

  • Participate actively in weekly and monthly coordination meeting with the line managers

Job requirements:

Academic Background:   Bachelor of Arts or Science in Social Science, Economics, Accounting or related field or business degree ;

Experience:

  • 1-2 years of experience implementing cash transfer assistance, cash for Multipurpose Programme Assistance or cash voucher programs, or other applicable non-profit experience. Additional technical experience in finance mechanisms or monitoring and evaluation preferred.
  • Experience in community-based programming, coordination, and stakeholder analysis. Proven abilities in coordination within teams and with other stakeholders.
  • Prior experience in developing program implementation work-plans, data collection and analysis, and program reporting
  • Experience working on community engagement, and in the field.
