Tdh opened its delegation in Lebanon in 1977. After a few years out of the country in the years 2000, Tdh reopened an office in 2006 in South Lebanon to respond to the humanitarian needs generated by the 33-day war between Israel and Lebanon, and soon became the main Child Protection agency in the South. Tdh interventions over the past years included CP projects in emergency context and long-term initiatives for the most marginalized, essentially from Palestinian and Dom communities. Tdh core expertise in Lebanon include Psychosocial Support (PSS) activities, case management, community based interventions around CP and GBV, relief items distribution, research as well as capacity building of local government and civil society actors through its Training and Development Department. Tdh started activities for children affected by the Syrian conflict in South Lebanon in 2012 with recreational activities, relief items distribution, case management (CM), SGBV, PSS and trainings of local actors with an objective to strengthen local governance and the capacities of national players.

 

Tdh is currently conducting a 2 year regional project funded by AFD, which aims at providing support to 13,754 direct beneficiaries from Syrian refugee and host communities by implementing a strategy based on a three-pronged approach. Tdh has signed a partnership agreement with Insan Association which is a Lebanese non-profit organization which acts to protect and promote the rights of the most marginalized individuals, families and children living in Lebanon without discrimination of any kind, such as ethnicity, nationality, gender, social origins, religion and political or other affiliations. Through a holistic approach consisting of child protection, education, psycho-social and legal support as well as advocacy and awareness raising campaigns, Insan aims to empower its beneficiaries, to help them take control of their lives and reach their full potential.

 

  • OBJECTIVE/S OF THE CONSULTANCY/WORK

 

To support Insan’s Finance and Administration Department in reviewing the existing internal systems and procedures as well as developing and implementing new procedures to ensure that the overall financial management of Insan is strengthened and aligned with the requirements of international donors.

 

The consultant shall work in close consultation with the Finance and Administration Department and the Executive Director of Insan and TdhL Partnership and Compliance Manager.

 

 

  • SCOPE OF THE SERVICE/WORK

 

The areas to be assessed, reviewed and/ or developed include the following:

 

  1. Internal control and approval process
  2. Tracking of expenditures and financial planning (forecast, follow up, budgeting, costs allocation)
  3. Procurement management system
  4. Compliance with AFD and Tdh policies and regulations
  5. Safeguarding of assets
  6. Payroll management (incl. review of salary scale, payment of taxes and NSSF contributions)

 

 

 

  • EXPECTED OUTPUTS/DELIVERABLES

 

The consultant should deliver the following outputs:

 

Effective fiscal system

  • Relevant policies and procedures that lead to segregation of duties for finance department staff are reviewed/ developed.
  • Key banking safeguards
  • Petty cash management system
  • Expenses tracking and reporting

 

Budgeting

 

  • Budget monitoring and reporting forms
  • Assist in creating an internal control and follow up tool for the overall budget monitoring
  • Assist to help finance staff to follow up cost allocations

 

Staff contracts

 

  • Travel and employee reimbursement policy
  • Clear procedures for payroll management
  • Review of timesheet template to fully comply with donors’ audit requirements.

 

Procurement Processes and Procedures

 

  • Review of procurement guidelines and procedures with a RACI model established and clear segregation of duties.
  • Establishing a clear procurement plan and procurement tracking tools.

 

Internal Control (Policies and Procedures)

 

  • Authorisation matrix
  • Risk Assessment matrix
  • Information and Communication policy
  •  

In order to deliver above outputs, the consultant will:

 

  • Prepare a workplan for the work to be completed in the beginning of assignment with milestones
  • Conduct a participatory session with all personnel responsible for Finance, HR, Procurement and Administration to develop and implement internal Standard Operating Procedures aligned with AFD, Tdh and other donors’ policies.
  • Review and/or develop relevant manuals and SoPs
  • Develop internal process for compliance controls.

 

 

  • REPORTING;
  • An assessment report and workplan after two weeks after commencement of the consultancy.
  • A Monthly Progress Report submitted to Insan CEO, Executive Manager, an assigned board member from INSAN, Tdh Country Representative, Program Coordinator, Partnership and Compliance Manager and Partnership Financial Senior Officer throughout the assignment;
  • The Project Completion Report after three months.

 

 

  • LOCATION AND DURATION
  • The consultancy will be placed in Beirut at Insan office
  • The consultancy should not exceed period of 3 months

 

 

  • REQUIREMENTS

 

 

Minimum eligibility criteria of the consultancy:

 

 

  1. At least 5 years of practical experience in finance management and systems development for non-profit organizations and UN agencies in Lebanon
  2. Knowledge of Lebanese law and International community donors requirements
  3. Capability to deploy strong analytical aptitude, communication and presentation expertise.
  4. Capability to deploy good communication expertise in English and Arabic language(s)
