1. Background:

SPARK is responding to the higher education crisis for Syrian refugees and vulnerable youth residing in Turkey, Lebanon and Jordan. A lack of opportunities can lead young adults into poverty, radicalisation or to take the dangerous journey to Europe.

Nationale Postcode Loterij (PCL) -/ SPARK Refugee Entrepreneurship Programme (REP) vision is ‘unlocking a new generation of marginalized youth to become educated, professionally skilled and inspirational leaders of the future who can guide their families and communities toward cohesion and prosperity by building a cadre of educated and trained leaders who are civic-minded, intellectually able, and professionally skilled.

The programme, which targets Syrian refugees and vulnerable youth in Lebanon offers solutions to generate new businesses and develop/expand further existing businesses. Moreover, the Programme has Four Main Components to be implemented by local partners in Lebanon including Orientation to entrepreneurship; Advanced Training on Entrepreneurship and Business plan; MSME Financial Support, Coaching, and Mentorship.

The object of this tender is to select the qualitative best 'Contracting Partner' to support SPARK Lebanon in implementing the Four Main Components.

  1. Criteria for submitting a bid

2.1 Eligible applicants operating in the public or the private sector on a profit-making or non-profit basis are welcome to submit a bid. Applicants must meet the following criteria:

  • This tender is open to applicants legally registered and have actual operations in Lebanon;
  • Be directly responsible for the preparation/ management/implementation of the project, i.e. not act as an intermediary;
  • Be experienced and able to show that they have the capacity needed to manage an activity on the scale of the project in question;
  • Be financially sound, to ensure continuity throughout the project. 

Applicant may submit a bid either on its own or in cooperation with other organisations by forming a consortium. Consortium partners or sub-contractors must sign a consortium agreement or sub-supply agreement, specifying the responsibilities of the lead organization and of the other organizations.

Letter of interest must detail the following:

 

1- Outlining brief description of the expertise/portfolio of the applying agency in the field of   Entrepreneurship.

2- Detailing why the applicant agency is good candidate for this partnership based on programme design as indicated in this call.

3-Integrated reporting and communications plan, detailing timeframe for bi-weekly reporting and delivery of high quality visual material covering all activities implemented.

4- Proposed dates / duration for  implementing REP activities. (Starting date as soon as possible after agreement and project end date with 31/03/2019. )

5- Detailing regions in which the organization is able to operate;

6- Details on curriculum to be used for different types of beneficiaries (Existing businesses and Students)

7-  Activities estimated budget in EURO (€) .

8- ANNEX sample of nominated trainers CVS (2 or 3 trainers) 

9- ANNEX Budget breakdown (a.o. covering activities, communications efforts and staff hours)
