Consulting Organization to Conduct Economic Growth Assessment

Background

Social Impact is a global development management consulting firm. We provide monitoring, evaluation, strategic planning, and capacity building services to advance development effectiveness. We work across all development sectors including democracy and governance, health and education, the environment, and economic growth. Since 1997 we have worked in over 100 countries for clients such as US government agencies, bilateral donors, multilateral development banks, foundations, and nonprofits. Through Performance Monitoring and Support Program Lebanon II (PMSPL II), Social Impact supplements the monitoring and program management efforts of USAID/Lebanon staff and verifies, monitors, and supports USAID program performance in Lebanon. The period of performance of PMSPL II is September 2015 through September 2020.

USAID/Lebanon requested that Social Impact undertake an Economic Growth Assessment (EGA) in 2018.

 

Economic Growth Assessment’s Objectives:

The EGA was requested to examine and document existing areas/sectors of USAID involvement, based on analysis of changing conditions and needs, complementarity with US Embassy objectives, coordination with other donors, and government of Lebanon goals. The analysis should focus on particular economic sectors along with a special emphasis on which types of interventions are mostly likely to lead to increased productive employment in Lebanon.  Other key objectives contained in the current CDCS and EG related Projects including primarily the Private Sector Development (PSD) and Higher Education Project (HEP) with a particular focus on workforce development. The EGA will have a special focus on sectors where USAID provided substantive support in the past years; additionally, the EGA will cover emerging sectors.  The EGA will explore if and how “Global Development Alliances” (GDAs) can be a viable activity implementation method and will identify the types of private sector firms that could make an ideal candidate for such a partnership. In the spirit of Collaboration, Learning and Adaptation (CLA), the assessment will provide key information that feeds into new learning, innovation and performance analysis that backs the CDCS and the EG Project development hypothesis. 

 

The expected start date for the assessment is August 2018 and will be completed by October 2018.

 

Soliciting expression of interest (EOI)

Social Impact/ PMSPL II is seeking expression of interests from organizations, firms or institutions to collaborate with a team of experts in conducting the assessment process which will rely on a review of existing documents, a literature search, interviews with stakeholders, site visits, and other tools to complete the assessment.

 

Specific skills and experience:

 

  • Experience managing qualitative and quantitative data collection and analysis.
  • Experience working with International Donors and Development Agencies that support the Economic sector is preferred.
  • Experience conducting Economic Growth Studies and Analysis is preferred.
  • Demonstrated experience managing research projects;
  • Fluency of team members in Arabic and English is required
