Senior Field Officer

- A proposed all-inclusive monthly fee in US dollars. The monthly fee shall include all taxes, social security contributions, pension costs, leave provisions, overheads or other costs. It shall be based on the terms of the attached draft contract and reflect the maximum number of working days set out in the contract. The fee will be paid based on days actually worked each month. Travel and communications costs will be paid separately.

SKL International is looking for an experienced Senior Field Officer to provide technical support to local partners. Now the project is in an inception phase until November 2018. The project is financed by the Swedish Government as part of its regional support for the Syrian crisis. In Lebanon, the project will work with selected municipalities, Unions of Municipalities and other local actors in the Akkar governorate. The project will be managed by a national team through a local office in Halba, Akkar.
The position will report to the National Project Manager in Lebanon. The Senior Field Officer will work from the office in Halba with consistent day to day coaching to the selected partners under this umbrella of this project.
The Senior Field Officer will be responsible for:
- Contributing to overall project conceptualization and methodological approach
- Contributing to planning and reporting in cooperation with National Team of SKL I.
- Supporting in signing MoU with the selected Local Partners.
- Supporting in assessing capacity, assets, and resources of SKL I Local Partners.
- Assigning support consultant to SKL I Local Partners.
- Supporting in Staff capacity and providing consistent coaching to them.
- Supporting in formulating institutional development strategy of SKL I Local Partners.
- Validating the strategic plan with the selected partner with other actors.
- Supporting in developing systems and processes of the selected SKL I Local Partners.
- Piloting data collection and supporting database management
- Supporting the Local Partners in the coordination with the local Stakeholders.
- Supporting international experts and consultants during missions to Lebanon.
- Continuously monitoring and reporting on developments to the Line Manager.
- Representing SKL International in meetings.
- Carrying out other duties and responsibilities as agreed with SKL International.
The Senior Field Officer should meet the following formal requirements:
- Minimum 3 years’ experience of community development(working with Municipalities, engaging with local partner…) and team leadership in an international development and/or local/regional government context.
- Experience from working with local governance and institutional systems development
- Proven experience of applying results-based management in project contexts´
- Proven experience of applying gender and conflict analysis in project management
Additional aspects considered a strong merit for the position includes the experience of working with:
- International development cooperation – for example, through consultancy work, foreign missions, international organization or comparable institutions/organizations
- Subject areas such as municipal service delivery, organizational development, leadership & management, local economic development, strategic planning, gender, social stability issues, community mobilization, citizen participation
- Experience working in Akkar
The assignment is expected to start in September 2018.
