Contracting

The MELS Officer will be engaged as a part-time consultant through a consulting contract. The contract will initially be until December 2019 but is expected to be extended to 31 December 2020 subject to the Swedish Government’s approval of the project financing.

Travel and communications costs will be paid separately.

Description: 

The MEL officer’s main responsibility is to effectively use the Reslog planning, monitoring and reporting tools and processes to follow, analyse and report progress towards results in the RESLOG project and thereby support the national project manager and field consultants in capturing progress and learnings and adapting planning. The MEL officer collaborates closely with the International MEL Advisor and the national project management.

 

The MEL Officer will be responsible for:

  1. Collaborate with the International MEL Advisor in applying and further developing Reslog monitoring tools, templates, and progress indicators.
  2. Participate in project activities to observe and capture qualitative changes (attitudes, behaviours and structures) in partner organisations.
  3. Prepare monthly summary activity reports based on activity reporting from and communication with contracted experts, as well analysis of progress towards outcomes using progress indicators captured through interaction with partners and experts. 
  4. Summarise and analyse participants’ evaluations from workshops and seminars.
  5. Facilitate sessions with study visit participants and document analysis of results from international study visits.
  6. Facilitate semi-annual learning workshops with the implementing team, focal points and key partners to collectively capture lessons learned.
  7. Support the national project manager and field consultants to assess the project’s progress on an overall level, collect learnings (positive and negative) and needs for adaptations.
  8. Be a strategic support to the national project management, experts and partners team in planning, monitoring, reporting and evaluation aspects based on needs.
  9. Plan and undertake minor evaluations of specific components in collaboration with the international MEL advisor.

 

 

Profile and qualifications

  • Academic degree in social science, public administration or equivalent
  • Solid understanding of international development cooperation work
  • Documented experiences (minimum four years) of monitoring and evaluation of international development cooperation work, preferably from European donors
  • High analytical skills and experiences of understanding and capturing social change processes
  • Excellent writing and communication skills in English
  • Curious, interested in understanding change, excellent social skills, collaborative attitude
  • Good facilitation skills

     

Additional aspects considered a strong merit for the position includes the experience of working with:

  • International development cooperation – for example, through consultancy work, foreign missions, international organization or comparable institutions/organizations
  • Subject areas such as municipal service delivery, organizational development, leadership & management, local economic development, strategic planning, gender, social stability issues, community mobilization, citizen participation
  • Experience working in Akkar
