Project Manager - TPE

CONTEXT

 Institut Européen deCoopération et de Développement (IECD) is a French non-governmental organization founded in 1988 and operating in the field of social and economic development in partnership with local institutions. IECD’s main sectors of action are vocational training and professional integration, assistance to micro and small enterprises and access to education and health for the most vulnerable.

In Lebanon, IECD has been operating in the country since 1994 and it opened a regional office in Beirut in 2007.

Semeurs d’Avenir is a Lebanese association, created in 2010, registered under the number 1905. It is the operational partner of IECD in vocational and professional training.

IECD and Semeurs d’Avenir have a combined team of about thirty members, and are running ten projects in 2016.

Among these projects, the “Support to Micro Enterprises” programme has been running in North Lebanon and accompanying very Small entrepreneurs since 2010. In 2016, the project’s main strategy is to further expand its activities : technical trainings and workshops, trainings to SMEs, support to grassroot organizations etc. In order to combine growth and quality, IECD is recruiting an experienced project manager.

MISSIONS  

Under the direct supervision of the MENA director, the project manager will be responsible for the following :

1/ Overall organization and supervision of the activities of the project :  

-   Planning of activities

-   Recruiting project staff and external contractors

-   Monitoring the trainings and of their quality

-   Monitoring the visits to the beneficiaries and their quality

-   Regular update of beneficiary database

2/ Development and strengthening of partnerships :

-   Lebanese public institutions : ministries, municipalities, chambers of
commerce etc.

-   Local NGOs

-   Academic institutions (universities, technical schools, vocational centres etc.)

3/ Launching of new activities

-   Geographical expansion : identify premises, launch the above mentioned activities in the new regions and villages

-   Monitor the introduction of new trainings : technical trainings, management trainings for SME’s, technical assistance to youth and women groups etc.

4/ Budget and financial management  

-    Ensure the compliance of IECD’s and donors’ financial procedures on the project

-    Keep daily track of the expenditures and available funds

-    Udpdate the financial management tool

-    Regular update of the estimated budget over the total duration of the project (2 years)

5/ Project management :

-    Ensure implementation of the activities 

-    Internal and external reporting

-    Monitoring of results vs. objectives, according to donors

-    Monitoring of evaluations and audits

-    Manage all communication matters for the project

6/ Human resources management:

-    Recruitment, management, retention and training of the project local
team : skills and knowledge transfer, capacity building

-    Team leadership and internal communication

7/ Fundraising to mobilize the necessary funds for the continuation of the project

-     Draft proposals for potential donors

-     Draft budgets for the project

Required skills and competencies :

-          Initiative and ability to work independently

-          Sharp sense of responsibilities

-          Excellent organizational skills

-          Excellent command of Excel, fluent with numbers

-          Leadership skills (recruit, manage, communicate with a multiregional team)

-          Good communication skills, able to represent the project to partners and donors

-          Knowledge of the Micro and Small Enterprises sector will be an asset
