Economic crisis Management / Expert Support to Micro and Small Enterprises Program North Lebanon (Tripoli, Akkar, Dannieh)

The expert will be responsible for the following (the below list does not show any priority. All the tasks are equally important):

1)  Adapt the existing curricula to be more responsive to the crisis environment

  • Know existing training content and IECD pedagogical tools and methodology (the “basic management training” is a 9 sessions training of 3 hours each aiming at helping the beneficiaries acquire basic management skills to develop their business)
  • Assess this training content and identify the gaps and points for improvement
  • Adapt the available training content to be more responsive to the economic crisis with new modules, contents…

=> deliverable: updated curriculum integrating new content on crisis management

 

2) Develop new training content on crisis management

  • the “specialized training” is a more advanced training targeting entrepreneurs who already attended the “basic management training” and want to acquire more advanced skills on a specific topic. The consultant will develop new specialized training content on economic crisis management, For IECD former beneficiaries who would like to attend this kind of training to improve their management skills during the crisis.
  • The new training content should not exceed the 16 hours of training and should be written and develop in a smooth, clear and match our beneficiaries’ level.
  • Conduct a focus group discussion or one to one interview or assessment to identify the needs of beneficiaries to develop the curriculum.

=> deliverable: curriculum of the new “specialized training” on “risk & crisis management” (between 10- and 16-hours training)

 

 

3) Operational and capacity building of IECD project team

  • Train IECD trainer on the adapted new training content and ensure that they are ready for implementation.
  • Support the TPE Project and program manager to operationalize the developed tools, mechanisms, and procedures and make required adjustments.
  • Provide technical advice to the IECD management on how to strengthen economic crisis management policies and operating frameworks.
  • Support the project team to develop M&E indicators to measure the impact of the new training on the beneficiaries.

=> deliverables: 1 TOT (nbre of sessions needed to be determined) + Trainer’s guidebook + Entrepreneurs’ guidebook + definition of M&E indicators to measure the impact

 

 

PROFILE

 

Experience:

  • Minimum five (5) years of professional experience in a relevant field with an emphasis on disaster and economic crisis management.
  • Previous experience working with an international organization in entrepreneurship programs
  • Extensive knowledge of mechanisms, tools, processes, and procedures for preparedness and response planning as well as oversight of actual economic crisis response.
  • Intensive knowledge and experience in developing training content for adults.
  • Good experience in delivering training to trainers and capacity building.
  • Previous experience in Lebanon (knowledge of North region is a plus)
  • Working in countries suffering from an economic crisis and working with small entrepreneurs during this crisis is a plus.

Interested professionals are invited to submit their bid consisting of a financial and technical proposal for completion of this assignment.  The technical proposal shall include:

  1. Offeror’s letter to IECD confirming interest and availability for the individual contractor (IC) assignment
  2. CV of the applicant.
  3. A description of approach and methodology for completion of the assignment with a clear time frame.
  4. Any other information that the applicant finds relevant.

 

Financial Proposal:

The financial proposal shall indicate the total amount required for covering all aspects of the assignment broken down into the following categories:

  • Professional fees presented as daily, weekly, or monthly units. The consultant is expected to work estimated 65 days per mission.
  • Expenses including transportation to and from and between duty stations if not provided by IECD; communication; materials; other.
