Secours Islamique France (SIF) is a Non-Governmental Organization of international solidarity based in France. Founded in 1991, SIF is an apolitical neutral organization whose objective is to provide immediate and long-term support to vulnerable population affected by natural disasters, armed conflicts and other types of crisis.

SIF has been present in Lebanon since 2012, implementing projects aiming at providing assistance to the Syrian refugee populations affected by the conflict in Lebanon as well as Vulnerable Lebanese host community. Through child protection projects, basic assistance and food security, SIF contributes to the improvement of the well-being of the children and their families.

In view of the restructuration of its Administrative, Finance and HR department, SIF is currently recruiting an HR Officer.

The HR Officer will be based in Beirut, but expected to carry on field visits in Lebanon. Furthermore, s/he will be in contact with other SIF members to harmonize and share tools as well as lessons learnt.

The HR Officer is part of the SIF-Lebanon team and will be under the line management of the Deputy Finance and Administrative Coordinator.

 

MAIN RESPONSABILITIES 

 

HR Tasks:

 

  • Follow-up recruitment (advertising, screening, interviewing, follow-up table, examination planning, selection, job offer, induction)
  • Assess new recruits under probation
  • Establish and update the personal files of SIF staff and volunteers in accordance with SIF policy guidelines and Lebanese labor law requirements; and ensure that all required information and records relating to employees are promptly updated
  • In coordination with line managers, manage training aspects (coordination with the training center, selecting the venue etc….)
  • Salaries preparation (calculation, and payment)
  • NSSF (monthly and yearly), Income tax (Quarterly and yearly)
  • Follow-up of Staff attendance, sick leaves, off days etc..
  • Volunteers follow-up: recruitment, attendance, payments, end of contract, and Coordinate with volunteers’ line manager to follow up their attendance

 

  • Contracts preparation and follow-up
  • Support in Job description preparation and update
  • Ensure that performance evaluation are done on time
  • Follow-up on expatriates: visas and work permits, leaves, allowances
  • Prepare events (team buildings activities, internal trainings, Ramadan diner, Annual diner etc…)  
  • Attend meetings and prepare minuets of meeting
  • Constantly up-date the organogram and contact list

 

Admin Tasks:

 

  • Manages the petty cash fund by keeping an updated cashbook and Prepares a monthly report on expenses paid by the petty cash to the accountant.
  • Ensures that the financial documents (invoices, receipts, vouchers, timesheets, contracts…) presented for data entry are eligible and accurate.
  • Creates templates, sheets and charts for Administration documents.
  • Drafts and proof-reads documents (Arabic and English) and translate documents when needed.
  • Handles administrative work such as organization of Dropbox, management of info and admin accounts and following up on printing order.
  • Conducts logistical tasks including delivering checks, payments and communications.

 

  • Provide administrative support to all the regional and country team
  • Any additional task requested by line manager

 

Representation (when requested by line manager)

 

  • To attend conferences, coordination meetings, working group and donors meetings.

Reporting

Reports directly to SIF’s Beirut Office, to the DAF coordinator. S/he will submit the following reports at the end of each period:

  • Monthly HR report
  • Monthly Cash Box report

 

Person qualifications

  • University degree in HR or related fields
  • Bachelor Degree
  • Minimum 2 years of previous experience preferred in humanitarian work,
  • Strong leadership skills and a supportive management style
  • Strong communication skills, with excellent written and spoken English (French is an asset)
  • Ability to understand the cultural and political environment and to work well with partners including local authorities.
  • Confident and proficient in the use of MS Office, especially Word and Excel.
  • An understanding of and commitment to SIF’s mission and values
