JOB DESCRIPTION

Position: Child protection Specialist– Lebanon

Base: Beirut with regular movements mainly in Mount Lebanon.

Secours Islamique France (SIF) is a Non-Governmental Organization of international solidarity based in France. Founded in 1991, SIF is an apolitical neutral organization whose objective is to provide immediate and long-term support to vulnerable population affected by natural disasters, armed conflicts and other types of crisis.

SIF has been present in Lebanon since 2012, implementing projects aiming at supporting the Syrian refugeesand all populations affected by the Syrian crises in Lebanon. These programs allow SIF to contribute to the improvement of the well-being of the children and their families.

In response to the current crisis in Syria, and the growing numbers of refugees coming to Lebanon, SIF is expending its humanitarian response and will scale-up its emergency support to Syrian refugees and affected population.

The CP specialist will be based in Beirut with daily field visits in Mount Lebanon. Furthermore, the CP specialist will support the PM and will be in contact with other SIF members to harmonize and share tools as well as lessons learnt.

The CP specialist is part of the Syrian Refugees Support Program team of SIFLebanon and will be under the line management of the Programcoordinator.

Mission context

The SIF project aims at strengthening the capacity of response to the needs of children and youth, ensuring a safe space and the opportunity to learn and access adequate services. The identification of the children and youth is done within the child friendly space, during household visits as well as during the training or other SIF activities, including the recreational activities. Strong coordination with other actors in the area of intervention is the pillar of this program and the referral mechanism will guarantee the provision of adequate services from others partners. The action aims at strengthening awareness and advocacy efforts towards increased access of most the vulnerable (mainly children and women alone) within humanitarian actors’ coverage in the areas of intervention.

Furthermore, as part of a longer term strategy aiming at supporting and reinforcing resilience of local stakeholders, the action includes a strong capacity building & strengthening component targeting SDC and local stakeholders on protection, child protection, referral pathway and mechanism, conflict resolution etc.

Role Purpose

The Child Protection Specialist supports field operations by providing technical assistance and guidance on child protection, toward the strategic focuses of the program. He/she makes sure that relevant child protection programs are in place. He/she offers capacity building, spreads latest research and evaluates child protection mechanisms. He/she ensures development and implementation of the SIF’s National Program strategy in collaboration with relevant stakeholders, providing leadership in technical programming for CP across all sectors SIF is covering in Lebanon.

 

Major Responsibilities Description

Strategy and Program Development

  • Lead the process of developing and updating national level strategic child protection planning based on national level child protection system analysis and in alignment with SIF strategy.
  • Provide technical support to child protection and psychosocial program activities, ensuring the technical guidelines on the quality of implementation of program activities are followed.
  • Design and provide input to child protection program and projects based on needs assessment findings and evidence based information.
  • Ensure sector program and project log frames refer to the LCRP and are measured according to technical standards.
  • Determine sector organizational structure and staffing plan, appropriate budgets as well as performance indicators.
  • Provide technical inputs for the design, implementation and monitoring of protection work at national and local levels.
  • Provide inputs in project proposal development that have potential to contribute to Child Protection goals. 
  • Support in writing and editing project reports to ensure meeting quality outcomes and donor’s requirements.
  • Ensure child protection risks and strategies are assessed on a regular basis.

 

Compliance to Child Protection Standards

  • Supporting all departments of the organization in mainstreaming child protection.
  • Coordinate efforts to develop and institutionalize national child protection policies and protocols.
  • Ensure that the Child Protection Policy for SIF Lebanon mission including the Code of Conduct and PSEA are well understood and implemented.
  • Ensure establishment of a complaints and response mechanism, which hold SIF accountable as a safe organization for children in all community-based programs.
  • Compile a qualitative Report every 3 months. Ensure confidentiality of information regarding child protection information and incidents.
  • Coordinate the plan to support staff working on difficult child protection issues
  • Oversee the implementation of child protection standards,

Support to Implementation, Monitoring and Reporting

  • Conduct regular field visits to monitor implementation of child protection programs and to provide technical guidance.
  • Work to ensure that child protection programs are monitored against already developed standards and indicators and address identified issues.
  • Provide oversight and intervene, when necessary, at procurement level, to facilitate solutions to technical material purchase.
  • Assist in setting up appropriate child protection indicators and tools for monitoring and establish systems to extract relevant information when needed.
  • Review monitoring and evaluation data with programs to make operational improvements.
  • Establish and implement internal monthly sector qualitative reporting system with CP team
  • Provide inputs for grants/donor and program milestone reports to programs as per schedule as well as review all semi-annual and annual reports related to child protection sector.
  • Support program assessments, evaluations and other reviews required in the program.

 

Capacity Building on Child Protection

  • to develop a child protection/psychosocial capacity building plan/strategy.
  • Assess, support, and build technical capacity for project team on child protection, including:

training program for all SIF staff in basic child protection principles, code of conduct, child protection policy, child rights and psychological first aid.

  • Specific capacity building plan for the technical staff supporting PSS facilitators in implementing child protection/pss interventions
  • When relevant, Provide capacity building of child protection partners and contributing to the partners’ technical capacity building plans.

 

Networking, Relationship and External Communication

  • Coordinate networking and relationships with UN Bodies, national government ministries and key partners related to child protection.
  • Network with other non-governmental organizations to ensure good collaboration and interaction with SIF is done.
  • Participate effectively in technical discussions with relevant stakeholders including government technical departments, donors, development partners, and NGO partners
  • Coordinate with other agencies, governments and NGOs to implement and coordinate common child protection standards.
  • Represent SIF and participate effectively in technical and coordination child protection groups, including the child protection working group CPEWG and the PSS sub-cluster.
  • Support the advocacy work at the local and national level on child protection issues.

 

Learning and Research

  • Review research Terms of Reference developed by NGO partners and or consultant, review research reports, tools/guideline, SOP, training curriculum, IEC materials and other documentation developed by NGO partners or consultants.
  • Ensure accurate assessments are conducted in the relevant fields to come up with accurate findings when needed and evidence based information.
  • Ensure that a functional system in place for sharing of learning, best practices, documentation and monitoring of progress regarding child protection.
  • Identify and document key sources of information around child protection, including government bodies, local and international organizations, academic institutions, to identify learning and implications for SIF programs.
  • Collaborate with local and/or international research institutes in-country and identify potential opportunities for joint research initiatives.
  • Identify new trends and opportunities to feed in new projects models.

 

Knowledge, Skills and Abilities

  • Post graduate master’s degree on development or other social sciences is preferred.
  • Minimum 3 years technical protection experience in complex child protection programs, preferably in emergency contexts.
  • Creative and able to come up, embrace and coordinate innovative thinking, partnership building and problem solving skills.
  • Shows a very good understanding of key technical areas of child protection programming and a working knowledge of the other sectors that include psychosocial area and education, Has the understanding and experience in taking initiatives in the following areas: protection principles, protection mainstreaming, PSEA, PFA, child protection, an in-depth knowledge of psychosocial issues and advocacy on the rights of the child.
  • Is able to analyze information, evaluate options, and suggest the strategic directions.
  • Has in in depth understanding of national development issues in relation to children. 
  • Shows previous experience of working with a multi-cultural team and adapting to varied team dynamics.
  • Has excellent interpersonal, communication and presentation skills
