1.                 Background

1.1.            Organization Overview

Search for Common Ground (Search) is a non-governmental organization working to transform the way the world deal with conflict - away from adversarial approaches and toward cooperative solutions. We have acquired over 35 years of experience in peacebuilding and are based in 53 local offices worldwide. We strive to build sustainable peace for generations to come by working with all sides of a conflict. We do this through a type of peacebuilding called “conflict transformation.” We shift the everyday interactions between hostile groups of people, so they can work together to build up their community, choosing joint problem-solving over violent means. Search first worked in Lebanon in 1996, opening a permanent office in 2008. Since then, our activities and capacities have grown significantly.

1.2.            Project Overview

 The Fursa project, funded by the Madad fund, is being implemented in Iraq, and Lebanon, countries that are most severely affected by the Syrian crisis. The project aims to strengthen local resilience of refugees and host communities while addressing the needs generated by the crisis, the wider root causes of conflict, and the local factors that bring vulnerability. The project is building on the complementarities between development cooperation, humanitarian action, and peacebuilding while linking relief, rehabilitation and development (LRRD) throughout its activities. The project primarily focuses on livelihood support, education support, and social stability.

In Lebanon, COSV and SFCG are targeting 3,500 youth between 15 to 25 years old in the Bekaa Valley and Akkar and who are in great need of projects to alleviate tensions between host communities and Syrian refugees and build their economic resilience. Some communities are those in which SFCG has been engaged in previous projects and has strong existing relations with local authorities and civil society actors.

In Iraq, COSV are working strengthening livelihood opportunities for the refugee and host communities. The project also provides PSS services for Syrian refugees and Iraqi IDP youth, in coordination with the Department of Health in Dohuk and Erbil. In addition, at least 10,000 Syrian refugees and Iraqi IDP youth per year will be exposed to informal education activities and peacebuilding training. UPP is working together with the Ministry of Education in KRG and the Peace Department of Dohuk University to enhance collaboration with local stakeholders and capacities.

1.3.            Intervention Summary

 Search for Common Ground, in partnership with COSV and UPP, is implementing a 24-month project scheduled to conclude by August 2018. The overall goal of the project is to “Strengthen the prospects of youth in refugee and host communities for social and economic inclusion in Iraq and Lebanon” through the following Project Objectives:

To foster economic self-reliance of vulnerable youth in refugee and host community populations

To strengthen the prospects of young refugee and host populations to be socially and economically productive

To promote positive relations and collaboration between youth in refugee and host communities

The proposed action is expected to achieve the following results:

R1.1 Access to demand-driven livelihood opportunities for youth in refugee and host communities is increased

R1.2 The basic social and economic skills of youth in refugee and host communities are strengthened

R2.1 The psychosocial wellbeing of youth participants in refugee and host communities is improved

R2.2 Understanding and empathy among youth in refugee and host communities is increased

The main activities through which the project will achieve its intended results include:

Food/Cash for Trainings, Cash for Work Programs, Quick-Impact Projects

Teacher and Education staff training, safe education activities, Linking Education to Social Cohesion

Youth Empowerment, Psycho-social Support, Promotion of Dialogue, media for Social Participation

Crosscutting: Sub-granting Program to empower local actors.

In Lebanon, the project is implemented in West Bekaa and Akkar, and in KRI it is being implemented in the Erbil, Sulaymaneya and Dohuk districts.

2.                 The Final Evaluation

a.                  Objectives: The global objective of this final evaluation is to capture the change brought about by the project in strengthening the prospects of youth in refugee and host communities for social and economic inclusion in Iraq and Lebanon, comparing with the results from the baseline study conducted in the two countries of Iraq and Lebanon. More specifically, the final evaluation has three specific objectives:

Evaluate the performance of the project through an assessment of the results of the Action’s expected result taking into account the context, the proposal and the monitoring and evaluation framework of the project

Analyze the performance of the project through the following OECD and DAC evaluation criteria designed for peacebuilding and humanitarian programs: effectiveness, relevance, efficiency, sustainability, coherence/coordination and impact.

Extract lessons learned and recommendations from this experience to inform future similar programming in Lebanon and Iraq.

b.                  Audience

 The primary audience of the Final Evaluation will be Search and its partners COSV and UPP. Recommendations should emerge from the study to inform current and future programming.

The secondary audience will be the project participants, donor, the European Union Delegation in Lebanon and Iraq, the Social Stability and Livelihoods Sectors, relevant Ministries, local authorities, as well the peacebuilding community at large, which will use the findings and recommendations to strengthen its current and future programming

c.                   Methodology

Approach

Search’s approach to evaluation is grounded in the guiding principles of our work: participatory, culturally sensitive, committed to building capacity, affirming and positive while honest and productively critical, and valuing knowledge and approaches from within the context. Search and the hired consultant(s) will agree upon a joint set of evaluation standards when negotiating the final contract of agreement.

The below principles should be taken into account:

Inclusiveness—the methodology should include a wide range of viewpoints, specifically gender and age-sensitivity when applicable.

Mixed-method approaches—both qualitative and quantitative methods need to be present in the methodology.

Rigor of evidence—gathered information needs to be reliable and transparent

Ethics—the methodology needs to consider ethics in order to insure that the evaluation is fully objective.

All of the data produced by this study belongs exclusively to SFCG and all remaining copies of the data will be presented to SFCG at the conclusion of the study.

 Methodology and phases of the Evaluation:

The sample size should be adequate and representative of the target groups. In addition, the evaluation should employ both quantitative and qualitative participatory methods to establish the project evaluation.

It is expected that the evaluation will be done in 3 phases while drawing on the following sources and data collection methods:

 Phase I: Preparatory (inception) phase will take place before the data collection starts. The preparatory phase encompasses:

Desk study review: Project documents including project results framework, quarterly reports and other relevant sources of data to complete the assessment.

Preparation of in depth inception plan including a comprehensive methodology and data gathering tools (questionnaires, discussion frameworks, checklists) for gathering information from relevant partner organization, SFCG, participants of trainings, and other stakeholders

Phase II: Data Collection phase: Data collection will be implemented in accordance with the agreed evaluation questions and methodology and in compliance with the objectives of the evaluation and expectations of the SFCG and the EU. This phase encompasses:

Pilot testing the data collection tools and refining them as needed.

Data collection from CSOs, beneficiaries and other stakeholders as relevant.

Analysis of information and Identification and gathering of missing information.

Drawing conclusions regarding the different lines of inquiry.

 Sources of data might include but not necessarily limited to:

Key informant interviews: Interviews will be conducted to gather in depth information on key questions.

Focus group discussions (FGDs): FGDs with project direct and indirect stakeholders

Population Survey: A representative survey to collect numerical information related to the study’s key questions while providing sound comparison with the baseline findings.

Reflection days for data collection and validation

Constitutional meeting with EUD at country level and via videoconference or telephone with Madad in Brussels.

 Phase III: Synthesis

The information from the first and second phases will be consolidated, processed, analyzed, and interpreted in relation to the evaluation questions. This phase encompasses: 

Analysis and synthesis of data provided by SFCG.

Formulation of findings and conclusions.

Drafting and submitting the evaluation report

Processing comments from SFCG and preparing second draft.

Processing comments from SCFG and preparing the final report.

3.                   Implementation Information

a.                   Final Evaluation Team

The consultant will work closely with Search Lebanon DM&E Manager who will be ensuring that all milestones are met. He will also act as focal point on all issues including logistics and will sign off on the final papers in consultation with the MENA Regional DME Specialist and with the final approval of the Lebanon Country Director.

  4.                   Logistical Support

 Search Lebanon will provide the consultant with logistical support through:

Ensuring that the consultant receives key documents in a timely manner

Helping to set up the data collection needed arrangements

Arranging meetings with the project team and key staff

5.                   Qualifications required from the Consultant

Search Lebanon seeks an experienced consultant with the following qualifications:

Proficiency in Arabic and English.

Solid understanding of the Lebanese and Iraqi social and political contexts.

More than 7 years of experience in conducting final evaluations related to peacebuilding, livelihood and psychosocial sectors.

Mixed quantitative and qualitative research and evaluation methods and data collection skills.

More than 7 years of experience in analyzing financial statements for complex humanitarian and peacebuilding programs and conducting cost analysis.

At least 5 years of experience in working with international organizations preferably in conflict resolution/peace building and humanitarian aid programs.

Strong communication and writing skills.

Experience working with youth empowerment programming in the region would be considered an advantage.

Ability to be flexible with time, traveling, and work schedule.

Attention to detail and ability to meet tight deadlines.
